Psalm 94:8. lod, unto Thee we consecrate not only our- The person who m aliciously garbles a new« item or who arranges it so that he can spite another per son can usually be forestalled by a newspaper, but about once a year every newspaper runs amuck o f some person, for whom w e can ‘conceive no better name, than smart-aleck, who from their tw isted idea o f | joke or o?t o f pore malice, gives a newspaper reporter an> item w hich reflects on or injures some other person. The D aily T idings has been fortunate in avoid ing these ’ unpleasant incidents, for of course a newspaper with any character at all, woiild never attack a persou by innuendo or round - about methods; but tw ice w ithin the last three years, this paper h is been given item s which Were erroneous Persons who generally are fam iliar w ith con ditions and persons in this community re a d every item carefully in The D aily Tidings, and elim inate all item s which m ight be ma|icious. However, if at any tim e any new s might' creep into The D aily T idings which appears m alicious to yon, the m an agement would appreciate being informed, so that in w h ^ a U investigation and cortecfidii c o u ld B e Factors which merchants consider important in determ ining the eale price of “ necessities” are npw gom g to be subjected to an investigation by the Fed- erql Trade Commission. In m aking that announce m ent recently the commission has embarked upon an inquiry which has been an interminable prob lem for traders. W hile presumably the investi gation w ill be lim ited to “ necessities of l i f e , i t seetos that all basic commodities and manufactured commodities which are recognized as articles of normal commerce w ill not escape. W hat determines the selling price o f such com m odities is unquestion ably a m atter which is decidedly interesting to all consumers, but good economics from the point o f view of the seller m ay not alw ays appear good economics from the point of view o f the buyer. B riefly, the commission w ill prosecute its in vestigation into the three well-recognized methods o f price basing: (1) the delivered price method, where the same price applies no m atter where de livered or how far from the point of production; (2) the factory base method, such as in the case of automobiles and some other commodities, where the cost of the freight haul is added in each specific in stance, and (3) the basing point method, where manufacturers recognize a definite center for d istri bution and w ill add the freight charge to the cqst of the goods from that center. The commission plans to inquire into the causes for the ad op tion'of these several methods employed and the purposes intended- to be served by them, their actual and potential effects upon prices and com petitive con ditions and w ill endeavor to unearth any construc tive measures w hich m ight be employed to promote greater efficiency, economy or fairness iu the m e|hods of quoting or charging prices. Inasmuch as the commission has already rend ered * decision in w hat w as known as the P itts burgh Plus case, which was an exam ple o f the basing point method adopted by the®steel producers, sonie important premises are readily adduced. In the- Pittsburgh case the basing point method was declared unreasonable.
