The County Unit System
At the June election, there will be submitted to
the people of Jackson county a measure effecting
, the school of the county—for their acceptance or
rejection.
This measure, known as the county unit* system,
provides for the- shifting of administrative control
from the district to the County.
Under a state law in Oregon, a county may—if
the electors dispose to approve the plan—organize
itself on the same basis as a city school system. This
means a central board is nainetj to assume admini-
srative control—such as the city school board—that
a head, such as the city superintendent, is named—
and schools are unitized and systematized in such
a manner that all share equally the benefits to be
derived.
Under the county unit system the local boards
of the various districts are maintained—with the
power of rejecting any teacher appointed h y i h e
county board—and also to serve in an advisory capa­
city regarding the needs of local communities.
The desirablity of such a unitized system is
evident.

Imagine a city school system without union.
Imagine each grade and high school in the city ad­
ministered to by an individual group of three men,
whose maiM qualification for office may be that they
live within the perseribed limit of the school district.
Imagine moving from one district to another, and
placing your children where standards of efficiency
may be altogether extreme.

Oregon and Jackson county pride themselves in
giving educational advantages to all—but it irf most
desirable that those educational opportunities be
equal—that because a child lives in a school district
»where the struggle for existence of its educational
institution—that child need not be deprived of ad­
vantages of an efficient educational opportunity.

school district and benefit another in the mitîàT pool­

friend of education to see the best possible and most
efficient results from our educationel system.

the pacing of reverence to the emblem which re­
presents all of the highest of our country—ideals of
purity, faith, bravery, unselfishness — union—pat­
riotism—and other fundamental principles of broth­
erhood and humanity upon which our Country was
founded.
It is a particularly proper and fitting tribute
which the great Order of Elks, throughout the coun- .
try, will pay to the flag Bunday in ritualistic exer­
cises.

The order stands for brotherhood—and empha­
sizes love of country.
And with the public they will do tribute to the
ideals of our emblem Sunday.
