Orte o f the outstanding things in urban life
" during the past .tew years has been the grow th
. o f the service club idea. Thousands o f hUnintas
' men, many o f whom were scarcely acquainted be
fore, are m eeting around the luncheon table once a
‘ w eek to talk things over.
This cannot help but le^d to a better under
standing in the business world. It also show s there

Things are not alw ays smooth in the life Of a
service club and sometimes petty politics and ieal-
. ousy creeps in but when the Club overcomes theae
difficulties it is a sign of Weakness instead of
strength. Probably more worth w hile th ings in civic
""development w ill come froid service clubs In the
next ten years than from, any other element. -

into group opinion. Many people belong to organisa

No law ever h&s or ever will be constitutional

to the task of fin din g the difference between this
freedom of opinion which, is lawful« and the license

such points m ust be settled If free government is

.pick and shovel were the only tools available for
toad building purposes, it w as physically impos
sible to make wide highways w ith low grades and

has supplied us with giant trnrttors to furnish the

Gravel shoulders on rural highw ays are being
made widpr. The entire width o f the paved surface
ie needed, for moving traffic, and wide shoulders
afford a eafo plaee for parking and for m aking re

The compacted gravel on thpse shoulders also
makes an excellent bate for a coat of asphaltic con
