The ‘‘rsgin of terror’’ In which
20 Osage Indians were myster­
iously killed, began In 1020. L it­
tle was thought of It until 1022,
when the Aiurders broke out In
earnest. It was then that Anna
Brown was found dead in n lone­
ly ravine oa Three Mile ereek
with a ballot hole in her head.

was wealthy, and In addition she
was getting a huge amount of
money annually from her oil
holdings.

at the mouth.
The day after that his lawyer
left for Pawhuska, but never a r­
rived there. His body was found
on the railroad right of way with
a bullet hole through the head.
So 'th e plague
of mysterious
death continued to stalk through
the Osage nation.
Fam ily Killed
In 1023 W . E. Smith, his wife
and their servant girl were killed
when their home In Fairview was
dynamited.
The government finally woke
up to the fact that something
ought to be done about thia
ccntihuation of crime. Accord­
ingly on January 4, 1020, a fed-
etal grand ju ry convenede at
Guthrie to ferret out the master
mind behind nil these Indian
deaths.

Called By Death

Charles B. Watkins, In Medford,
October 29, from hear) trouble,
aged 77 years. He was born nt
Leonidas, Michigan, January I t .
1249. He had been a resident of
Ashland for sixteen years and
came to Medford about g year
ago making his horns with his
son. He was married to Mary
Jans'D raham at Sharron, Michi­
gan, May 2 |,' 1874. And to this
union were born two sons, May
20, 1024, they celebrated theta

Mr. Watkins had been a member
of the I. O. O. F. at MgnehOOter,
Mich., for many years. He was a
member of the Episcopal church
<.f Ashland. He leaves his wits,
Mary Jane, and one son, Chartes

Before m aking positive decision to ran for the
office o f m ayor I was assured from many sources
there would likely he no opposition if I would
promptly declare my candidacy. Such has proven
to be the result, which I can only take as a mark
o f confidence, that the m ajority o f Ashland voters
believe î cita be trusted to promote a strictly busi­
ness administration, to keep attention centered on
the all important water development, to be a* factor
in securing harmonious continued action, along this
line, and in d o se cooperation w ith a water board and
council, to x safeguard the expenditure of so large
an amount o f money as is called for in the bond
issue.
For five years I have known and admired En­
gineer Frank Dillard, have often conferred with
him on Ashland's water problems and I know per­
sonally o f his excellent record before he came to
Southern Oregon from a brother civib engineer of
considerable prominence. W e all know what he has
accomplished in onr midst, how capably he handled
the building of H iatt Prairie and Emigrant Creek
dams and .other minor projects for Talent Irrigation
D istrict, and how more recently as engineer-manager
he has brought a certain orderly development of a
water system for Medford from an uncertain, chaotic
condition.
W e have the utm ost confidence in Mr. Dillard's
ability and integrity, and n o w in his supplemental
report published in M onday’s issue o f The Tidings,
he comes out positively fo r the elimination o f all
other sites and projects and declares him self for a
dam at the best site obtainable in Ashland Canyon,
for the purchase of 200 additional acre-feet' of
Talent water, to which proposition I am most em­
phatically sold by reason o f my long service on the
council and contact w ith the subject from its very
inception until now. He also urges the installation
of a better distribution system and for gradual
m etering of the entire city, to* all of which I now
pledge my hearty support, and urge every friend,
every voter, to set aside fo r the tim e being all fac­
tional or personal feelings and prejudices, and to
believe that all m atters of engineering, actual con­
struction and adm inistration o f all these several

capably. I sincerity trust that everyone will turn'
oat and pile up the biggest vote on record next
Tuesday to indicate to jrbiir public7 servants full
confidence and moral support.

1st and to work and campaign incessantly until
som ething is accomplished. ' A t this w riting I feel
sure I should two months later sustain the reports
and findings of Engineer Dillard, the present mayor
and council, Kiwania, Lithians, American Legion
and chamber o f commerce, just the same as now,,
and the next campaign for water would be alînost
identical to the one just ending. Much valuable time
o f the new council would he required for each new
water campaign, to the detriment of other city busi­
ness. It also would entail the extra cost of special
elections and the further chance • that much turmoil
and dissension would eventually discount the sale
of our bonds several points below the handsome pre­
mium we are sûre to get if the bond measures carry
at the coming ejection next Tuesday.
Even if some m odification of present plans and
projects later seems necessary, please be assured
there will he good and intelligent men on the job

I f I knew how to make a stronger guarantee to
you to secure the speedy fulfillm ent of water de­
velopment, I should certainly put ev ery ounce of my
personal self into this plea for harmony and com­
plete’ support of the present water projects sub­
stantially as recommended in Mr. D illard’s latest
report.
