The ehild sould be tree lrom all handicaps which mav he prevented by intelligent care. Too often when a child begins school, the teachor finds him handicapped because he lias been neglected at home. 1’areuts have failed to recognize that they are accountable and responsible for the proper development of their chil dren. Children should receive a thorough physical and mental oxaui ¡nation before Beginning school. Slight de lects, J f discovered, can he remedied before serious or per manent iujury develops. Only a few weeks remain before the schools open to receive their youthful charges. This furuishcB ample time BY CHAHLKS P . STEW A R T N EA Service W riter for preparing the children for school. This fall some ten thousand children will enter school in the state of Oregon. Nearly 75 j>er cent of the children beginning school will he found to have physical defects which fare correctable. If these defects are ueglectd, they will permanently handicap the child. Now is the time to baye these defets corrected. , W ith the openiag <>f school each year, there occurs a cer tain increase in the number of cases of communicable dis eases, as shown in the reports to the Oregon State Board of Health. The ehild entering school is in grave danger of these communicable diseases as he has net been ex posed to them while at homo. There are preventive meas ures that will render the child immune to many of them. In order to give the ehild a fair chance, he abould be care- fully examined, all defects corrected, and immunized against communicable diseases. MAKING THE ROAD DOLLARS COUNT IN MICHIGAN fine of the best plans that has been presented of a scientific and economical type of highway hard surfaeinf can be credited to G. C. Dillman, chief eugimuf of the Michigan Highway Department. Mr. Dillman poififs ogt that Michigan has thousands of miles of fine graveled highways which, while they .cannot stand modern motor traffic, arc too good to destroy for an entirely new road lt<*d. The Michigan Highway Department has worked out a plan for properly leveliug and smoothing this old gravel base, and then covering it with a thin coating of road tar piepiiiat<»v\ to putting on a course of asphaltic concrete, which averages about 2H inches in thickness. Mr. Dillman says: “ We are trying to hnild a com- paratircly cheap road—that is, a rather high class fond at a low price. We are trying to hnld the cost of this con- btriutam down to 50 ¡»er cent of the cost of cement con crete.” For the majority of stale pud cmuitv highways, Jins type of construction is suitable for many years to mine; and the saving to taxpayers is enormous, due to the sal vaging of the old gravel or macadam road.
