and the pabtic generally. The city council, in adopting
the city manager plan of government, specified that a
gumtnarited monthly ttq»ort should )>e published.
This is a wise provision. It gives the people an op­
portunity to learn month by month just what is being done
in municipal affairs and give» them an opportunity of
seeing just where and how their money is being sjent.
