- GENEVA, March 13— (U,P<>
— Germany last night refused to
accept the Locarno negotiators’
proposal for compromising the
dispute over League of Nations
council membership.
.
The Germans stuck to their
previous point that inasmuch
as they are not yet members ot
the league, they cannot par
ticipate in any way In the set
tlement of the present dispute.
The conference, it Is learned,
considered a solution whereby
Germany would be elected to
the league immediately while
-the council would recommend
that the assembly create a non
permanent council membership
for Poland.
The compromise
envisaged the adjournment of
Spain and Brasil's candidacies
until September, when the coun
cil would recommend they, be
permanently
seated.
Brasil
would occupy tbe seat already
created and being held for tho
United States.
Premier Briand of France said
he believed Sweden, Spain and
Brasil would accept this solution.
