With this remark. Congress­
man John Philip Hill of Mary­
land today gave his strong com­
mendation to NEA Service and
the 700 newspapers which will
co-operate with it in a nation­
wide poll on prohibition, begin­
ning tomorrow.
“I favor such a vote on the
question of national prohibi­
tion,’’ said Mr. Hill. “With the
volume of votes cast in a wide­
spread balloting campaign, con­
vincing evidence of the people’s

popular thought and legislative
action.
“As an opponent of the Vol­
stead act, I believe firmly that
it doqs not represent. the will
of the majority of the Amerl-
dan people. Every chance, of­
ficial or unofficial, for them to
express their disapproval of it
should be seized.

prohibition, like-wise, have a
fair chance to express their
views.
“On any question of enforce­
ment, of course, every citizen
will say he favors respect for
law and obedience to it. When
■a law is obviously unenforceable,
however, as is the prohibition
act, the direct answer to the
confusion it creates is to modi­
fy it.
“I recommend, this nation-wide
straw vote sponsored by NEA
Service as a chance for everyone
to do what has not been possible
at the polls— to say yes or no
on national prohibition.’’

Ashland today has a city man­
ager. He is Captain Clyde V.
Malone, who was appointed by
Mayor Johnson last night and con­
firmed by unanimous vote of the
council. He took over his added
duties this morning.
With a few slight changes, the
ordinance providing for the city
manager was passed at the special
meeting last night on recommen­
dation of the ordinance commit­
tee. It was passed with the un­
derstanding that there would be
no'increase in Mr. Malone’s sal­
ary for a period of six months.
At the end of that time the coun­
cil will fix a new salalry, which,
it is understood, will be >300
per 'month, providing the city
managerial form of government
comes up to present expectations.
Captain Malone has been head
of the city light department at *
salary of >250 per month. As
city manager he will have super­
vision over the light, streets,
water and fire departments, the
police department being the only
one excluded from his Jurisdiction.
Captain Malone said today that
he has no announcement ot pol­
icies at this time. He first de­
sires to get the work lined up
before announcing his plans.
