DEFICITS OF RURAL CHILDREN
The U. S.-Public Health service last year co-operated
in giving physical examinations to 197,000 rural school
children, of whom it was fouud that 112,000 had incap­
acitating defects.
These defects in many cases would have produced
unfortunate results. Children who need spectacles and are
g o t provided with them, are likely to injure their eyes and
ham per their e ffo r ts permanently. Those with throat and
nose defects may fail to obtain projier physical develop­
ment, and thus drag thru the world in an ineffective way.
Our educational system will not be any where near cow
plete unless some provision is made for„ discovery of such
defects, with some plan for following them up and urging
negligent parents to have them attended to.

The complaint is often made that the country has
pome under the domination of the big financial interests,
and that they are shaping the laws and policies so as to
favor the great corporations, with secondary regard to
the ordinary run of people.
Wealth must be our servant rather than our^master.
But if wealth is regarded as an enemy, we can do with it
as they have'done ip Russia, that is, confiscate it. 'Hie
result is that capital cannot be obtained for industrial and
public enterprises. This produces universal destitution
and makes everyone worse off.
People of wealth often become so absorbed in the
struggle to make good in the business world, that they
do not see how human values are affected by their policies.
A business may be very successful on the side of making
dividends, but if it has not sold its goods at a fair price,
if it has not provided healthful conditions and fair pay
for its workers, then its result» are not profitable to the
country.
So the people who make the laws must he able to
keep those two principles clearly in view. '’We must have
business jiolicies that will enable business to operate at a
profit, but we must not forget th at the welfare of the
people is the object of all business. A business system
is not satisfactory that just provides good times for «
minority of the people. That prosi>erity must be commiin-
ieated to the masses.
The mass of the people must co-operate heartily
and cheerfully. There are many plans and theories th at
look fine on paper, but when they are tried out in actual
operation, they do not fit the facts of human nature. We
must place the management of things in the hands of
people who have had practical experience in knocking
up against the world and studying the popular psychol­
ogy
