The case of the disabled vet­
eran with the government, is an
official, intricate, legal prob­
lem, - involving many technical
complications. Under given sets
of facts, prescribed by law, the
government can extend legally
specified
medical or
hospital
treatm ent, money compensation,
or vocational training.
W ith in
its necessary limits, tbe gov­
ernment oh the whole has done
well, and is tending steadily to
do better.
I t does not and
cannot have completely intimate
contact with the disabled man,
his family, his needs.
The prpblem is that of re­
storing to physical, mental and
spiritual health and to a status
of self-support and self-respect,
a man who has suffered tho
wounds, disease and shock in ­
cident to war. Government ma­
chinery, however ample, remains
machiery.
I t is limited at the
top by tbe lim it of ability which
government service has been able
to command.
I t is lim ited at
the bottom by the extent of
human contact possible to gov-

veloped, and are being developed

This fight is being won, not by
dollars, but by the spirit which
the Legion and the magniflcient
men who have rallied to Its aid

pared to the salvaging of the
nerve-racked men wh,o were a
hideous by-pfodset of war. T h ai
small dollar cost must be as­
sured, as It .w ill be, by the
American Legion Endowment.
The providing of an American
home for the orphan of every
man who fell In thé nation’s
service is so obviously right that
It needs no discussion.

children are plainly entitled to
the same chance ' in life which
