USERS PAY FOR ROADS
Objections to the now nearly universal gasoline tax
were based not so much on opposition to such a tax in
itself as to the imposition of another-tax on motorists
already pretty heavily taxed. But such opposition is
waning, as people come to see the essential justice of this
tax when it is applied, as it should be, to the building of
Now this tax seems to be replacing, in large measure,
the real estate tax formerly levied as a matter of course
for road improvements. In state after state, the new
state roads are being built without any charge what­
ever to the farmers owning property through which the
highways pass. The cost is met by the gasoline tax and
automobile license tax. The property-owners along the
route doubtless derive benefit, but less than the strangers
who make most use of the highways. The argument for
the new method is well expressed in this excerpt from a
leading Kansas newspaper:

“ The users of the roads pay for them, each in pro-
portiou to his use of the roads. The more a motor oar
owner uses the roads, the more gasoline he uses, and the
more tax he pays. The fanner and the man in town are
on the same basis. The person who has no car pays
nothing. Tourists pay their share <>f tix- cost of the roads
they use, as they pay the gasoline tax.’*
ASIA’S LOCARNO
It is edifying to read that a ]>eace agreement has
been signed by representatives of Feng Yu-Hsiang, the
“ Christian general»* of China, and Chang Tso-Lin, the
Manchurian war lord.
Under the terms of this treaty no Manchurian troops
are to be stationed at Tientsin, but all are to retire 30
miles east of the Peking-Hangkow line. Also there is to
be established a joint office at Peking where the rival
leaders will meet and discuss each questions as the pre­
miership, the makemp of the cabinet and the election
of a president.
So China follows the example of Locarno. It is one
of the many unexpected echoes heard in these last few
weeks from the notable agreement reached by the Euro­
pean powers.
Heretofore heathen Asia has usually aped Christian
Europe for the worse. When it copies Europe at its best
—and sinful old Europe has been on its good conduct
lately — there is hope for East and West alike.
RRCREATION AT GENEVA
Viscount Cecil has announced that he intends to use
part of the money awarded him last year by the Woodrow
Wilson Foundation for his peace activities, to enlarge
the tennis courts and golf course and to augment the
library of tbe Ixiagnd of Nations. Recreation facilities
are not always easy to find at moderate cost at Geneva,
and Lord Robert apparently feels that they play an im­
portant part in maintaining the spirit of good will among
the nations’ representatives.

Locarno conference helped themselves to a better un­
derstanding of each other’s aims by their little private
social hour at the inn, so many other delegates with
seemingly conflicting points of view may be brought ttr
