W e are not sure ju s t how thoughtful men w ill take
Judge H enning’s opinion that a greater percentage of
crime is a tolerable accompaniment of the sort o f per
sonal liberty which we have in the U nited States and
which the citizens of Great Britain, f o l instance, <jo not
have n their home country. Many observers w ill add the
comment “ O f two e v ils choose neither.*’
L e t ’s manage onr civic life and our public education
so that m « i w ill n ot4iave to coerce each other to obtain
public benefit and at the same tim e w ill not be tempted
by passion or greed into violence or fraud.
But Judge H enning’s statem ent regarding exagger
ation of the amount o f crime in the United States today
is to be welcomed.
W e are glad to find someone who is sane on this
su b ject Just now there*is a spasm of “ bow -w ow s”
about the w&y in which the w hole structure of American
society Is being rotted by crime.
This alleged state of public disorder
seised by all sorts of propagandists,
hound who has sotne “ ism ” ’to exploit all
can young men and women are headed fc
their particular purpose is no< forced xl
o f the young people.
Some of these lacks m ay be the cause of character
downfall. Most o f them we suspect are not.
W hat we need is a little more accumulation and study
of fact. And men like Judge Henning w ill be helpful in
preserving our balanoe w hile we are getting more in
formation.

We don’t ’ believe it is true, for instance, that be

killing or robbing each other. And especially we d on ’t
believe that this is the cause o f any increase in crime

there been such a growth of orthodoxy as there is today

Submarines are not worth while, for freightage. But
they are very effective to*stop freightage.
A marine nation, like Great Britain, with submarines
outlawed, can use its surface ships to ruin the coast line

But Great B ritain’s surface power would be helpless
