DESTROYING HOME RULE
Secretary Hoover has issued a protest against the
surrender of local government prerogatives to federal au-
thority as “ threatening the fundamental freedom and
independence that can arise only from local self-govern-
mani »»
.
*
The protest was made against further extension, of
powers for federal regulation of public utilities, but it
applies with equal force to every branch of government.

A PUBLIC DUTY
;• At the convention of public utility men of Colorado,
New Mexico and Wyoming, held at Glenwood Springs,
Colo., Henry Swift Ives, Vice President and Secretary of
4he Casualty Clearing House, Chicago, said in part:
“ It must *be recognized that the ultimate objective
of the socialistic movement is to stifle individualism,
demote democracy jmd reduce all mankind to a common
level. Such a policy ia, of course, a contardietion of the
American tradition which regards democracy as the best
political form of human society, because its represents
the least interference with orderly individual life.
“ It is just as much the business of the electric light
and power industry to preserve American ideals as it is
for it to give its patrons service and to make profits for its
shareholders.
“ In the same way, it is just ns much the business of
the institutions of insurance for example, to shield the
funds , with which it has been intrusted against the men-
aoe of confiscation by the socialized state, as it is to pro
tect these funds aganst robbers and embezzlers. And it
is just as much the business of both of the$o enterprises
to erect barriers against the wild march of the disoiples
of politic«! and economic chaos, as it is for them to pay

Every abuse under the sun has been the passage of a law
to curb or regulate it, requiring a bureau to administer,

Gradually and insiduously for half a century federal
powers have increased until we are nearing the point of so
overtaxing our top-heavy bureaucracy that it fails to func
