Traffic departments of cities and states can pass
traffic regulation laws and ordinances until they are black
in the face in an effort to curb automobile accidents. But
so long as they fail to do the one most thing to protect
the traveling public, namely, reffnir© of n driver an actual
test as to his competency to drive a mnehine, accidents
will continue to increase.
And so it is with fire prevention work. A city or state
will talk fire prevention. It will spend thousands and tens
of thousands and hundreds of thousands of dollars buy ing
■fire fighting equipment, maintaining fire departments and
state insurance departments. But the one tiling which
eould he done at the least expense to prevent fires, is en­
tirely overlooked, namely, laws and ordinances which pro­
hibit the accumulation of rubbish piles and fire hazards
of a known character. I f such hazards accumulate and
rtc permitted to remain and cause loss, why not fine the
owner just the same as an automobile driver is fined for
.'nreaking traffic laws!
If half the energy was expended by fire prevention
offieials that is expended by traffic officers, the saving
in life and projierty to the American public would he
many times as grent.
