A t least wo in the United States have this advant­
age, that our Government is tactful enough to avoi^l per­
m itting the formation.of a definite economic “ interest”
in favor of Philippine independence.
The imposition of most Europe control on native
population has broken on the rocks of a counter economic
interest.
The Riffs struggle against Spain, natives fight against
Great Britain or Italy or some other European power be­
cause they are treated with economic brutality, as well as
political degradation.
The American Government lias no offense of this sort
to face in the Philippine Islands. The Filipinos have a
fair economic opportunity. As long as this is true, the
question of political freedom or independence is regarded
as academic. The most of the Filipinos regard the objects
of Quezon and Ozmpna and Rojas as not worth fighting
for. They spend their energies in talking.

both the army and the navy departments of the United
States service are warm as ever in their insistence that

To many thinking people a period has has arison that
is putting our Constitution through a severe test. They
contend that human forces are at work undermining
American ideals. They hold W ore us-such “ agencies of
despair” as lawlessness, radicalism, political favoritism,
class hatnjd, illegal trafficing, jurv-fixing, loose applica­
tion of pardoning power, all of which have become a
menace to constitutional foundations.
"We have fallen on days where there is a laxity in re­
spect for law and order, a defiance of the sanctity of per­
son sod property. Since all forms of human behavior are
more or less contageous it is important that we consider
the eeoditkm s and the remedy.
In the j>enal institutions of the United States there
are today 200,000 persons convicted of crime. This does
not tell the- whole story when we consider those who go
unpunished <hr undetected. Recent figures show the cost
o f thia crime to be about K 1-4 per cent of the nation’s in-
come, a startling sum to expend on a destructive force.
U nfortunately this does not represent the total outlay.
I t is but necessary by way of illustration to note the cost
o f bprgUry-insurance and contrast the rate with some
other hasard such as fire. On the other hand, education,
o n r g ran t constructive force, costs an amount approxi­
m a te ly 1 1-2 per cent of our income. This comparative!
cost la the more significant when we consider that we
