Since all forms of human behavior are more or less contageous it is important that we consider the eeoditkm s and the remedy. In the j>enal institutions of the United States there are today 200,000 persons convicted of crime. This does not tell the- whole story when we consider those who go unpunished <hr undetected. Recent figures show the cost o f thia crime to be about K 1-4 per cent of the nation’s in- come, a startling sum to expend on a destructive force. U nfortunately this does not represent the total outlay. I t is but necessary by way of illustration to note the cost o f bprgUry-insurance and contrast the rate with some other hasard such as fire.
