In the House the Commerce Committee of Congress
dropped the Gooding hill by a vote of II to 6. It was a
HU affecting the long and short haul provisions of the
Transportation act.
Commercial organizations and business interests of
the Pacific Coast and majority of the Interstate Com­
merce Commission strongly opposed the hill. It would
have given steamship interests a monopoly and possible
rate increases.
.The present Transportation act empowers the Inter­
state Commerce Commission, where the facts-of the case
justify, to grant a transcontinental line authority to
charge less for a longer than a shorter haul over the same
line, this being done in instances to enable the carriers
to load cars they would otherwise haul empty.
, Tins phase of the law was sought to he repealed by
the Gooding act, and it was the opinion of Pacific Coast
Commercial and business interests that the public welfare
would be best served by the law as it stands.
