SALEM, Feb. 20. — The Ways
and Means committee today ap­
proved the following bills, cal­
culated tq bring eight hundred
thousand dollars annually to the
state for use in meeting general
expenses.
A tax of ten per cent upon all
cigarettes, cigars and tobaccos,
snuff, cosmetics and the gross
earnings tax against all public
utilities of the state. The com­
mittee also reported out the bills
repealing the quarter mill road-
tax for the suspension of state
aid to the industrial accident com­
mission. and the repeal of the
appropriation for the battleship
Oregon.
Governor Pierce today vetoed
Senator Maglarkey’s bill provid­
ing for the appointment of all
state officers by the secretary of
ataje, upon the grounds that at
present there is no necessity for
the bill. The senate shortly after­
wards over rode his veto on the
bill. The kindergarten bill, pro­
viding kindergarten for all school
districts of the state of the first
class was killed through indefin­
ite postponement by < its friends
In the senate and the commission
of education.
The house this morning passed
a bill providing for the establish­
ment of a normal school ad Ash­
land, providing for a levy of one
twentieth of a mill annually for
the support of the school in South­
ern Oregon.
But nine votes opposed the
Ashland bill, which was passed
after considerable debate, during
which it was shown that the Mon­
mouth state normal school was
at present unable to provide the
number of graduate teachers re­
quired by the state.
The Monmouth school, accord­
ing to figures presented, has an
attendance close to 900, but has
practice facilities for only 600
students, and now draws upon the
schools of Monmouth, Independ­
ence and five county districts for
school children, for embryo teach­
ers to “practice on.”
The old normal buildings at
Ashland will likely be utilized to
a large extent
It was shown
that Oregon required between
1200 and 1300 new teachers each
year.
