TOKYO, Dec. 9. — Japanese
shipowners have petitioned the
Government to pass more strin
gent laws to protect them against
"stowaw ays.”
The shipowners declare that
so many Japanese are attem pt
ing to hide aboard th eir ships,
hoping to be able to smuggle
themselves ashore when the
ships reach an American port,
th at it Is h urting th eir business.
Under the United States im
m igration laws, foreign ships are
required to post heavy bonds as
guarantees th a t they will not
bring passengers into the coun
try illegally; and when stow
aways are found on board pen
alties are inflicted.
The Japan Shipowners’ Asso
ciation has filed a petition with
the Government asking th a t the
em igrant protection law be re
vised, so th a t stern er penalties
will be imposed upon those who
board a ship illegally. They be
lieve this will act as a deterrent
to smuggling, which, they allege,
is being instigated by agents, who
collect huge sums from Japanese
under promise of gaining for
them admission to the United
States.

Dr. Jam eson, dean of women at
the Oregon A gricultural College,
spoke before the girls of Ashland
High School, W ednesday a fte r
noon, December 10.
The subject of h er talk was
“ Girls.” Beginning with the first
le tte r of the word she told what
each m eant to her; the “ G” stood
for graciousness, the “ I,” for in
dustry, the “ R ” for responsibil
ity, and the “ L” for lady.
Dean Jam eson especially stres
sed the point of industry, saying
th a t all girls who had any de
sire to go to college should real
ize th a t ambition. At the close
of her address, she invited all
those who were interested in get
ting a college education to meet
with her during the afternoon.
Dean Jam eson visited Ashland
