ifornia. The cities surrounding Los Angeles, Santa Mon­
ica, Long Beach, Huntington Beach, Venice have all grasp­
ed the idea, and have given their full support to this meas­
ure, which has made Los Angeles the city she is today.
Are we in Ashland going to grasp the opportunity
offered us by the Portland Chamber of Commerce? What
Los Angeles and San Francisco have done for California,
Portland, with the aid of the other cities of the state can
do for Oregon. And we can do even more than has been
accomplished in California. For where the state just south
of us has one natural advantage, we have ten. It is up to
us to grasp these natural advantages, and pulling togeth­
er, with our larger sister, help Oregon take the place she
so justly deserves, the greatest state in the greatest coun­
try in the world.

MODERN HIGHWAY CONSTRUCTION
As one travels over the hard surfaced highways in
a state like Oregon or California he is impressed with the
difference between the roads'built from five to ten years
ago and modern trend in road construction.
The old road, trom 18 to 20 feet wide, is being replac­
ed by roads where the grading runs almost from fence to
fence on either side of the highway.
This requires no more work than digging ditches
along the sides of the road as in the past and it adds im­
measurably to the safety of the highways. It makes them
virtually the width of a city street as on either side of
the paved strip in the center there is plenty of room for
one or more cars to pass.
In other words, highways are being»widenqd out suf­
ficiently so that five or six cars may stand abreast. This
eliminates, to a large extent, the danger of accidents from
passing vehicles.
A second feature that one observes is the tendency to
build shoulders, some two feet wide on each side of old
pavements and cover the space in between with a new
surface of asphaltic concrete. Thus is the old paving base
salvaged by a new shock absorbing cushion which will
withstand the impact of modem traffic.
Western states are leading the way in these new
methods of road construction which include widening the
whole grade and strengthening and widening old pave­
ments in the mai ner indicated.
A BAD BARGAIN
There is ample justification for the recent order of
Secretary of the Navy Wilbur requiring graduates of the
naval academy to serve two years in the navy after grad­
uation before resigning their commissions. Sixty members
of the last graduating class resigned immediately upon
completion of their school course.
The government has provided an expensive institu­
tion for the benefit of those who attend the academy, It

pays heavily to maintain it. It offers a free education
and in addition it pays students $780 a year for the priv­
ilege of educating them. The unwritten undertanding is,
of course, that the young men are to serve at least for a
time in the navy.
But the students are too frequently canceling their
part of the contract. They take the free education and
the government’s money while being educated, and give
nothing to the government in return.
It is obviously a bad bargain for the government, and
one which Secretary Wilbur should be commended for
correcting.
How queer our language is, the actress has attacks of
temperament, while the hired girl has her spells of temper,
the rich man has his eccentric fits, while the poor man is
put in a lunatic asylum for his queer notions.
Lord help the poor head writers on newspapers if
Robert La Follette is elected President.
