any judicial decision which fails to give capital puirsli-
rnent where the murder is so disgusting and inexcusable
as the F ranks murder was. Capital punishment is the
surest and safest preventative of heinous murders. Mur­
derers working for large stakes might be willing to play
against the odds of life imprisonment—with always the
e íanee that a pardon might be procured after a short per­
iod but they would hesitate committing dastardly crimes
if they knew that death awaited them upon conviction.
