Ycarfv The Citizens Bank of Ashland . Ashland, Oregon Interesting Reminiscences By A Southern Oregon Pioneer Because the Constitution provides a means by which it may be amended, the national and state legislatures have the right, the power, the ability to amend it. But it should be inos,t carefully noted that because a man may do something, is no reason why he must do it, and that there is a social obligation which prevents the exercise of many rights either given or implied by law. No statute compel Is a man to w eafa eoat or collar in public, remove his hat in church, or forbids him to paint his house pink with green dragons on it. A sane observance of decency and neighborliness prevents In mfroiu doing that which would make others 'uncomfortable merely because be has a right to do i t . That same sane observance of the un written rights of us all, must he encouraged to prevent law makers from doing what they have a right to do, merely because they have it. lhe (’onsfftution is the underlying force which has made the I nited States great. We know what it can do, because we know what it has done. We do not know what it may do if repeatedly amended. Neither this nor any statements by the great lawyers of the American Bar Association are intended to mean that the Constitution should never he amended, but only that it should be amended but slowly, and not until the absolute necessity of that amendment is (dearly and unequivocally shown to exist. ii every ( ongress passed a hundred amend ments to the Constitution, and every year saw those one hundred enactments ratified by three-fourths of the Vnit- ed States, the great and fundamental law of this land would lose its character in half a decade. “ We, the peo ple of the United States” would then find ourselves liv ing, not under the republic founded and cherished by the forefathers; fought, hied and died for by our patriots, loved and protected by Lincoln, and held up as a god among governments by the oppressed of all the earth, but under a new, untried and doubtful form of govern ment which, because it could not do better than the con stitutional government has done would inevitably do far worse. “ Let the Constitution alone!” might well he coupled with ‘Honor the flag!" as a basic American crv. an ces fa re d b e tte r b u t n o n e of us could sto p a n d by th e tim e we I ra n o u t of snow we h ad developed a s to n is h in g speed.
