But we cannot have both a low
ra te on m oney and a stable level of
prices. We can have one o r the
o th e r—not both to g eth er for any
length of tim e. A low ra te of
m oney m eans an inflated price lev­
el. A stab le price level m eans a
fluctuating ra te of discount. T hat
is, the public m ust learn to look at
the price level instead of th e bank
reserv es, as th e ir m easure of ex­
pectation for a rise or fall of the
value of money.
Now th is fact m akes me feel
th at a m istake is m ade if we do
not fully explain to the public the
pow er alread y exercised by the
bank rate an d the F ed eral R eserve
Board and R eserve banks.
Our
b an k ers and econom ists see the
bad use th a t is likely to be m ade
of political control of banking and
c u rren cy and they try to m ake the
people believe th a t so in tric a te a
question m u st be left to experts.
As a m a tte r of fact our p resent
m ethods encourage the very thing
we wish to avoid. W e let every­
body believe th a t , low ra te s on
m oney are n ecessary for p ro sp eri­
ty and then when bank reserv es
run low on account of the effects of
th is belief, we a re suddenly com ­
pelled to Jump th e ra te s to pro­
tec t th e reserv es. W e get both a
cycle of prices and a cycle of bank
rate s, w hereas, if th e public u n d e r­
stood th a t the rise of bank ra te s
should not w ait u ntil bank reserv es
a re low, but th e ra te s should be
advanced several m onths ahead for
the very purpose of prev en tin g a
fictitious p ro sp erity with its in­
flated price level, then th e public
m ight be satisfied to support the
a d m in istra tiv e reg u la tio n s which
raise the ra te s a t a tim e when
th e re seem s to be no need of doing

recovered w ere -o b ta in e d rec e n tly
from tw enty-eight c ities of varying
sizes. T he c h a rt reproduced above

of th e sm a lle r c itie s w ith th e a v e r­
age fo r N ew Y ork, obviously the
la rg e s t c ity on th e list. Am ong the
s m a lle r com m unities, N ew port re ­
p o rte d th e reco v ery of every c a r
stolen from its c itizen s d u rin g a
period of fo u r years. T he record
of E vansville, Ind., w as alm o st as
good. D uring th e sam e y e a rs New
York and C hicago w ere finding th e
s itu a tio n in creasin g ly alarm ing. In
1921 New Y ork recovered 3,451 of
th e 6,808 c a rs sto len , w hile in 1922
its police w ere able to find only
3,220 of 7,107 stolen.

of th e to ta l n u m b er stolen.

Phere are a lot of mighty good me­
chanical features in a Durant auto­
mobile—the clutch, for instance.
It can he entirely disassembled in
thirty minutes without disturbing
the transmission or any other unit.
It is easily adjusted by lifting the
floor hoards. It is of a single plate
dry disc type entirely enclosed and
forming a part of the flywheel.
Owners are expressing their satis­
faction over this arrangement.
