C. M. Thomas, our candidate for Circuit Judge, has made a
record during his residence in Jackson County, Oregon, which
commends h’m to every law-abiding citizen ¡is the proper person
to he elected Circuit Judge. Ilis record in the Legislature ami in

He has always stood for law enforcement, for the enforcement of
all the laws for all the people, not some of the haws against some
of the people and for a violation of some of the laws by other people

E. E. Kelly’s record in Jackson County is such that no person
who stood for the enforcement of the Prohibition Law could pos­
sibly support him for the office of Circuit Judge. His entire
record and especially his record as- District Attorney has been and
was such as to ally him definitely and absolutely as a sympathizer
o f the liquor traffic and most pf the men who are going about the
district campaigning for him arc known sympathizers of said
illegal liquor traffic. We have a wet Sheriff and a wet District
Attorney campaigning for E. E. Kelly. His campaign mamigers
have always been wet and are so now.
OUR APPEAL
We appeal to every law-abiding citizen of both Jackson and
Josephine Counties to work for ami suppoit C. M. Thomas for
the office of Circuit Judge. A man in whose intcgi ity, honesty ami
good character we have the utmost confidence. A man in whom
our confidence is increasing every day because of the campaign
he is making, demonstrating that he is a man of clean character,
judicial temperament and in every way qualified to fill the oil ice
of Circuit Judge.
The campaign of E. E. Kelly and his followers 1ms been the
most malicious and vindictive campaign we have ever known to
he carried on in the State of Oregon. In contrast is the campaign
of C. M. Thomas, one of the cleanest campaigns we have ever seen
carried on in this state. Unlimited sums of money are being ex­
pended in Kelly’s behalf.
• We say to all the Christian people that it is their duty to lay
aside at this time all other occupations and devote their time to
securing the election of Mr. Thomas as Circuit Judge.

Who Otters Best Chance for Tax Relief
T here are two candidates for G overnor, both claim ing th a t th e
ital problem before the people of th e S tate of Oregon is the
uoblem of tax reduction and equalization.
The R epublican candidate, Mr. O lcott, m ade th is discovery two
years ago and, a t th a t tim e, in a special m essage to th e leg islatu re,
asked perm ission to appoint a com m ittee for the purpose of m aking
a com plete investigation of the situ atio n and devising ways and
m eans for rem edying w hatever unnecessary tax burd en s or tax
in eq u alities th a t m ight exist.
The D em ocratic candidate, Mr. P ierce, was appointed on this
com m ittee by G overnor Olcott, and it was not u ntil th a t com m ittee
had been a t w ork for over a year, and he had become a candidate
for G overnor, th a t Mr. Pierce m ade th e discovery th a t the tax
question was a good cam paign issue. Mr. O lcott discovered it two
years before w ithout any in ten tio n of m aking it a cam paign issue.
W hich m an then is apt to be most sincere in his conviction,
especially in view of the fact th a t Mr. P ierce as a leg islato r is
responsible, by his own bills, and votes of approval, for 95 per cent
of th e sta te tax burden?

M oreover, the e n tire R epublican p arty in Oregon is on record
th ro u g h its delegates to a sta te convention, as being w ith G overnor
O lcott in his plan to effect reductions and equalizations in the tax
burden. The S tate platform , adopted a t th a t conventions, says:
“ W e believe th a t th e vital issue in this cam paign, is the
question of decreasing and equalizing the tax burden.
The R epublican p arty in th is sta te recognized th is neces­
sity a t the last re g u la r session of the leg isla tu re two years
ago and, a t th e request of the G overnor, Ben W. O lcott,
au th o rized the ap p o in tm en t of a com m ittee to investigate
th e m a tte r and m ake recom m endations, in o rd er th a t the
next leg islatu re m ight have som ething d efinite and con­
crete to enable it intellig en tly to pass genuinely con­
stru c tiv e law s upon th is subject.
(1 ) “ W e pledge ourselves to legislation which will bring
to th e assessm ent rolls v ast am ounts of property, re a l and
personal, now om itted th ere fro m , thereby relieving the
burden of those who a re now paying all th e taxes.
(2 “ We pledge ourselves to legislation vesting in the
s ta te tax com m ission plenary pow er to effect equal prim ary
assessm ents, th u s equalizing p roperty assessm ents betw een
individual tax payers, and th u s fu rth e r decreasing the
burden of the m an who now pays all th e taxes.
(3 ) “ We favor the abolition of useless hoards and com ­
m issions and the consolidation of d e p a rtm e n ts to prevent
duplication and we pledge ourselves to a d efinite and
eq u itable plan for th e retire m e n t of the S ta te ’s o u tstan d in g
bonded indebtedness w here no d efinite provision for its
retire m e n t has alread y been m ade and we refuse to sub­
m it proposals for fu rth e r bond issues a t special elections.”
CANDIDATES ALSO PLEDGED
G overnor O lcott and all the R epublican legislative candidates are
pledged definitely to (he tax reduction program . W ho, then is .
likely to give to the people of Oregon needed relief in th is m a tte r—
Ben W. Olcott, who o rig in ated th e tax reduction idea, two years
ago, and a solid R epublican leg isla tu re backing a R epublican Gov­
e rn o r in his plans, or W alter Pierce, w ith an official record as a
salary booster and a tax booster, th a t has no equal in th e legislative
a n n a ls of Oregon? D uring his cam paign, Mr. Pierce has advanced
firs t one idea and then a n o th e r, all of which have been proven
absolutely fallacious, im practical and ap p aren tly propounded w ith­
o u t any consideration except th a t as a bait for catching votes.
Mr. O lcott, on the o th e r hand, is stan d in g fo u r-sq u are on the
R epublican S tate P latfo rm and will be .backed by a R epublican
S tate L egislature, w orking in harm ony w ith him on the sta te m e n t
of facts th a t will be set fo rth in the rep o rt of th e tax investigation
com m ission, which G overnor Olcott appointed and which comm is-
•sion. a t th e tim e of its appointm ent, was re fe rre d to by the Oregon
Jo rn a l as “ appointm ents th a t a re m ost excellent.”
W e believe the sane, conservative, th o u g h tfu l voters of the State
of Oregon will ta k e no chances on any wild ideas advocated d u rin g
th e heat of an election cam paign, but will tru s t th eir problem to
tlie m an who first discovered it and who s ta rte d the m achinery in ,
m otion to rem edy it, two years before th e re was any cam paign in
o p eratio n , and a t a tim e when he was not th in k in g of being a
can d id ate for re-election.
The hope of the tax payer in g etting some relief, nol only from
s ta te taxes, b ut from local taxes, th ro u g h changes in assessm ent
law s, lies in th e election of Ben W. O lcott, backed as he will be
by a R epublican leg isla tu re and a R epublican sta te organization,
pledged by a platform to accom plish th is end.
