W hen I was nom inated last May, I said to my frien d s: I will carry the m essage of lower taxes to the people of th is S tate. I have no m oney, b u t I expect to m ake a h u n ­ dred speeches. Five tim es I have touched th e ocean, and gone from C alifornia to th e riv er in Idaho th re e tim es. I have gone w herever the invitation was extended; w her­ ever I could m eet a little group and talk to them ab o u t w hat I th in k is a s ta rtlin g sta te of a ffa irs. I am try in g to do it fairly, honestly and in the open. F riends, if we save Oregon from the auction block, if we save our property from confiscation by tax a ­ tion, we have got to do some very h ard th in k in g . To my m ind, th e tax question is the forem ost problem in O regon today. It rises above all else. The question is: Are you gd ing to own your own hom es and your own farm s in fu tu re years, or a re they going to be tak e n from you by the rising tid e of taxes? The ren ta l value of all property in Oregon is too high according to th e value of th e property, caused by the high taxes, it doesn’t cut much ice in th e m oney m ark e ts when th e p roperty passes away from the m an who th o u g h t he owned it. He Is left w ith th e hu sk ; th e k e rn e l is gone. W hen I w ent to the Senate the first tim e, it took about 15 per cent of the ren ta l value of property to pay taxes. T h at year, U m atilla county raised 3,000,000 bushels of w heat. O ur S tate taxes were $100,- 000 in th a t county; 3% per cent of the w heat crop paid its taxes. This year, th a t county produced 4,000,000 bushels of w heat, w hile h er taxes are $1,549,000, of which $433,084 Is S tate tax, w hile the whole is 40 per. cent of the value of the w heat crop tak e n for taxes. The popula­ tion of th e S tate then was about 31.3,000. Now it is not q u ite 800,000. W hen I en tered the S tate Senate 20 years ago, $1,000,000 was th e to ta l State expense. W hen I re- tu rn d to the Senate six years ago it was $2,500,000 per year. Today. $15,000,000 or m ore is collected from us in taxation. Can this tid e continue to rise if we keep our prop­ erty ? How high is it going to go? T here ig collected $6.000,000 in fees now, six tim es as m uch as we spent 20 years ago; m ore th an tw ice w hat we spent six years ago. In kn o ts and groups I have been carry in g th is m essage to the people- "T H IS MUST STO P!” I shall con­ tin u e to c arry it until election day. I asked Mr. Day, as Secretary of th e Tax Investigation C om m ittee, to collect som e figures for me. Accord­ ing to these figures, th e re are only five or six sta te s in the Union th a t have m ore bonded indebtedness th an we have. In w ealth and population we ran k down ab o u t th irty -six th . T he figures show we are spending m ore m oney fo r sta te governm ent thani the S tate of K ansas. K ansas spends $8,500,000; we spend $15,- 000.000, w hile M innesota spends only $1,600,000. You ask, “ W hy is M innesota aw ay down th e re ? ” It is because M innesota has raised from in d irect sources the la rg e r p a rt of h er revenue for S tate purposes, w hile w-e have raised It from th e farm er, the ca ttle m an and the sheep m an. They th o u g h t these m en could not kick, b ut they ARE kicking to- day. If I do not m iss my guess, they will show still m ore kicking in Novem ber. M innesota collects 5 per cent upon all public service c o rp o ra tio n s in m a t sta te . C alifornia pays her State taxes in th e sam e way. T h at should be done in Oregon. You may say th is tax comes back upon the peo­ ple. J u s t th e sam e, it is spread out on m ore people. It is not ori a tew scattered farm ers. Today we a re confiscating prop­ e rty and ru ining the people of this S tate who a re feeding us. They can­ not operate th e ir farm s a t a profit, and they cannot pay the heavy taxes levied upon them . M innesota collects 25 cents from every ton of ore dug up and tak en from th e sta te . This is done by a rl severance tax. W hen you tak e a p roduct from th a t S tate, you m ust Ì pay for the privilege. I was a t a place in Oregon wfiere they showed me a m ine from which a com pany had tak e n out a m illion dollars in gold. It was owned by citizens of E ngland. They had not paid a dol­ lar in taxes to the State of Oregon for rem oving th is g rea t w ealth. k 3 A severance tax has been levied by several s ta te s in this Union. I don’t reg re t the m oney we gave them . It was S enator Sm ith of Coos and I who introduced the bill. Two and a h alf m illion dollars have been raised to encourage the boyr to' go hack to school. I am glad we have given th is money to them . W e can never do too m uch for the m en who w ent down on the fields of F rance to do and to die. We have on th e ballot a m easure to impose a flat income tax. I am opposed to th a t, but I am in favor of a grad u ated income tax, because I believe th e m an who has th e large incom e should pay m ore th an the m an who has the sm all income. A gross earnings tax would he a n ­ o th e r source of revenue. The c a ttle grow er certain ly needs relief. C attle a re selling cheaper th an they have sold in .30 years In proportion to cost of production. A m ill'o n head of ca ttle in th is State a re going to th e b u tch e r’s block. They sim ply cannot be produced for th e m oney th a t is paid for them t o ­ day. The b urden upon th e farm and ranch has become unbearable. T here is no question in th is cam ­ paign but th a t of taxes. T here is no o th e r t h :ng to talk about. If I don’t do a n y th in g else, I am going to do th is to the end of tim e. You can in six y ears drive th is State into b a n k ­ ruptcy. I have done and am doing th e very best I know how to carry th is m essage of low er taxes to the people of Oregon. E xtravagance m ust stop! Expenses m ust be re ­ duced! Taxes m ust come down! It all depends upon you who read these words. You can say by your b allot in Novem ber, w h eth er you w an t to go on paying th is te rrific cost, or w-hether you don’t. My pledge is th is: If elected G overnor, I will do every proper th in g w ithin my power to reduce taxation in Oregon.
