sults. In 1655 th e county hangm an of
G loucestershire com plained th a t men
w ere so busy grow ing tobacco th a t they
n eith er had tim e no r inclination tor
sheep stealing. T he opposition of the
royal S tu a rts to tobacco raising In Eng­
land is said to have been “for revenue
only.” It h as been w ritten th a t C harles
II “prohibited, in order to m aintain the
revenue from its Im port duties, the cul­
tivation of tobacco in E ngland and Ire ­
land under a fine o f 40 shillings for
every rood plan ted w ith the herb, ex­
cept in any physick garden for either
university or In any p riv a te garden for
physick or ehlrurgery." In 1664 the
penalty w as Increased to 10 pounds
