“From every province In C anada to
every sta te bordering on the boundary
line, bootleggers a re working certain
routes w ith all the secrecy of the Ku
Klux Klau. F ake com panies, called
‘drug concerns,’ are form ed in Canada.
As such they receive perm its for the
im portation of alcoholic m ixtures, but
m ore frequently pure ulcobol. Once
th at alcohol Is on the C anadian side
of the border the booze doctor adds
e x tra c ts and ingredients to m ake fin­
ished articles. Then the doctored m ix­
tu re is smuggled across th e line by
bootleggers.”
T he foregoing sta te m e n t was m ade
a t Regina, Sask., by Dr. R. C. M at­
thew s, prohibition com m issioner for
the U nited S ta te s governm ent, a t an
intern atio n al conference th is week a t­
tended by rep resen tativ es of four
W estern provinces, O ntario and the
United S tates.

governm ents in C anada and the Uni­
ted S tates will be asked to supple­
m ent each o th er’s liquor law s; Amer­
ican a u th o rities will be asked not to
g ra n t perm its for th e Shipment of
liquor Into C anada, except by con­
sent of the provincial governm ents,
and th e Dominion governm ent will be
asked not to release liquor from bond
to be shipped across the #ne.

000 gallons in bonded w arehouses, and
40.000 gallons of alcohol held in bond
by five companies.

was doctored here, it was bunded out

liquor the appearance of the genuine
article, fak e labels are attach ed aud
fake excise stam ps affixed.
