SOLDIERS ARE EDUCATED ROSEBURG—According to an ordinance passed by the city coun­ cil, voters of this city will pass upon the proposed bonding meas­ ure at the election May 1, provid­ ing a municipal light and water system. The bonds would be for a 30- year period, bear interest at 5 per cent and be payable at any inter­ est bearing period after 10 years The ordinance would establish a sinking fund from the net profit to retire the bonds. The meas ure provides that a tax be levied in addition to other taxes to pay' the interest and eastablish a sinking fund.
