Break in Relations Between
Two Countries Thought
to Be Near.
Moscow. An emphatic note from
the British government handed to
Maxim Lltrlnoff, assistant foreign min
ister alleging propaganda and other
violation of the Anglo-Russian trade
agreement and demanding assurances
of unconditional fulfilment of speci
fied requirements withiu 10 days, was
considered by Russian officials ns de
finitely intended to bring about a
break In Anglo-Russian relations.
The note, which is very lengthy,
wus handed to the soviet government
by Mr. Hodgson. One of its most
striking passages read: "It is time
the soviet government should be made
aware that it cannot with impunity
behave toward British subjects and
British shipping in this arbitrary and
intolerable manner."
At the outset the document declar
ed that the tone and character of the
recent notes received from the soviet
government "have imposed upon his
majesty's government the duty, per
haps already too long delayed, of con
sidering carefully and seriously In re
lation to this large number of incidents
Whether it is desirable, or Indeed pos
sible, that the relations of the two gov
ernmelits should remain any longer
upon so anomalous and Indeed unpre
cedented footing and whether his
majesty's government can with due
self-respect continue to Ignore the re
peated challenge which the soviet gov
ernment has thought fit, with appar

of the City of Boardman is hereby
authorized and empowered to incui

solely for the sinking of a well, the
establishment of a pumping plant
and other things necessarily incident
to placing In operation a municipal
water system in and for said city.
Section " This ordinance shall
be referred to the voters of said
City of Boardman for their approval
or rejection, at the next regular or
special election to be held in said
city.
Section 2 The City Recorder
shall cause to be posted in three
public places In said City of Board
man, at least thirty days before the
date of said election a notice thereof
and of the time and place of said
election.
Section 2 The City Recorder
shall cause to be published in the
Boardman Mirror a complete copy of
this ordinance in the manner re
quired by law. that Is to say, by pub
lication of notice of said election by
said City Recorder and by publica
tion of this ordinance in full for two
consecutive weeks thereof within the
thirty days immediately preceeding
saltl special election, at which said
proposed ordinance Is to be voted
upon.
Section 4 The City Recorder
shall cause to be distributed to all
registered voters in the City of
Boardman by mail, not less than
eight days before the election ati
which this measure is to be voted
upon, printed copies thereof together
with printed copies of any arguments
filed with the said City Recorder
