ATTORNEY REPORTS I MAXILLA PROJECT MEETS PROVISIONS Question having been raised as to whether the Umatilla Raptde irriga tion project, being a project of large magnitude lying partly in Oregon and partly in Washington could be bev eloped under the provisions of the McNary-Smlth bill without amend inent, Sen. McNary presented tlu matter to Ottamar Hamele, chief council ol the Reclamation Service, for an opinion. Mr. Hamele writes (hat he sees no difficulty in applying (he provisions of the McNary-Smlth bill to the con ditions covering the Umatilla Rapids project. Two irrigation districts would have to be organized, he says cm.- in each state. Each district would issue bonds and the cost of the entire project apportioned to the lands for repayment. A itniilar situation ex ists as to the Lower Yellowstone pro ject in Montana and North Dakota. He was driving the hoist team and something broke on one harness and the doubletree flew back and bit him across the arm and chest. The blow broke his arm near tho shoulder and otherwise Injured him internally. Harve Wolfe happened to be nearby with his auto ind hastened for a doctor. C. under the name of The National Patriotic Council. It would appear that this jrgani.ation will be much like the K. K. K., as the Star is like the Mas onic order.
