Be it Ordained by the Common Council of the City of Boardman, Oregon: Sect;. hi t. No person or psrtona shall within the corporate ItetJta o the city of Boardman, be guilty of any violent, riotous or disorderly conduct, or shall use any pioi,.ue, abusive or obscene language in any street, house or place whereby the peace or quiet of any person or persons is or may be disturbed, or be guilty of any in decent or Immoral conduct or prac tice. Section 11. No person or persons shall within the corporate limits of the city of Boardman, willfully drive or ride any horse or mule or other animal upon any sidewalk or drive or ride any horse, mule or other animal through any streets or place at a greater speed than six (G) miles per hour. Section III. No person or persons shall within the corporate limits of the city of Boardman willful!.-, drive an auto mobile at a greater L.peed than twen ty (20) miles per hour, and at inter sections and 'school houses not to exceed twelve (12) miles nor hour, iiiti in no case at a rat i of speed that will endanger the proper y of another, or the life and limb ot any person. Section VII. No pergon or persons shall in any manner whatsoever interfere With any properly or apparatus, or with any member of the Are department of the city of Boardman, while said fire department shall be engaged In practice or active service, or in at lehing or laying of hose from any hydrant through any street, alley, private property or public place to the location of a fire, or drive across any hose at any time with any stock, wagon, or other vehicle, or other movable property, or in any man ner interfere with said lire depart ment, whether visible damage is done to said hose, property or apparatus or not; and the chief of Said fire de partment, his assistant.', or any of fleer of said department shall be the judge as to what is an interference with said property, or liability to damage of any of its properly. Section VIII, Any person or persons violating any of the provisions of this ordi nance shall, upon conviction thereof before the City Recorder, be deemed guilty of a misdemeanor, and shall be punished by imprisonment in the city jail not less than one nor more than twenty days, or by a fine of not less than live dollars nor more lhan fifty dollars, and in both cases shall pay the costs of said trial, or by both such fine and Imprisonment. Section IX. This ordinance shall be in full force and effect from and after its passage by the common council and when approved by the Mayor shall be published in the Boardman Mir ror, a weekly newspaper published in the city of Boarman, for one week. Wherewith Dodd proceeded to point out the advantages of the townsite. Its location on the Spokane branch Of the O.'W. R. & N., and on the new Holdman-Cold Spring road. The plat for the townsite covers twenty acres. Tribune. Mr. Dodd, besides being the lead ing citizen of Cold Spring is the founder of Boardman. County Boasts New Town Cold Spring; Dodd High Monarch Cold Spring is on the map of Cma tilla county. The plat for the newH townsite located 10 miles northwest of Hermiston, was approved by he I county court. E. P. Dodd, lord high I owner of the site and principal citi- j zen, was in Pendleton Thursday con-'l ferring with the court over the pro posed new city and had the plat ap proved by the county surveyor, coun- j ty assessor and the court. "Notice that Cold Spring is pro-1 nounced without the final '' ", said Dodd. "It may not be a big town, but it's the logical place for one". I Automatic Tamper is Used in Filling Silos An automatic tamper used in fill ing silos has proved successful at the Oregon Agricultural college. The tamper is t lie first one used in the slate. It is said to increase the capacity of silos packed in the or dinary way 50 per cent. Not only does it pack uniformly, bill it in creases the keeping qualities thru closer packing. The automatic tamp ir is made by the Cushman manu facturing company. It works as a small steam roller which runs around on top of the ensilage as it is fed into the silo. The operator handles 1he tamper and the feeder at the same time, therefore cost of operation is not increased. The capacity of the silos at O. A C. was swelled 33 1-3 per cent over the previous record of close pack ing, according to J. C. Pollock, dairy herdsman at the college. Oals and vetch, and barley and vetch, to the amount of 275 tons have been put into the college silos this year. All of them have been nicked by the automatic tamper. More ensilage of corn and sunflowers will be handled in September. Estimates made at Salem are that Oregon hop fields this- season will require no less than 2 1,000 pickers, about half this number in Marion and Polk counties.
