of New Tork haa specifically called the
attention of th department to the dif
ficulty of obtaining steel aa a reason In
support of Its request that the time of
completion of the torpedo boat Bailey
be extended. Similar requests have
been received from other warship con-
atructors and they advance tha same
reason aa th cause of delay.
The bureau "f yards and dock re
cently advertised for bids on a contract
for the construction of a workshop
and boiler house for ordnance at th
League Island navy yard. Th orlg
Inal specifications called for the use of
considerable steel. The bids received
were higher than the appropriation
and were refused. Modifications In the
plans were made and blda again In
vtted, Iq the meantime, the price of
teel had risen and th bid were high
er than on. th first occasion.
Further modllcatlona of the plans

owing to the Increase In th cost of
steel, the blda were relatively Just as
high and largor than the appropriation.
Hoar-Admiral Endlcott haa made
further modllcatlona which reduce the
amount of steel to be employed and bids
for tha building will be opened on Sep

overland limited from San Franclsoo.
He took a carriage and waa driven at
once to a physician, who after diagnos
ing his case, told htm he was suffering
from malarial fever and that It will
be Imprudent for him to attempt to
finish his long trip without the Inter
vention of a day' rest.
At the Auditorium annex It . was
said that Dr. Bcdloe was worse, hi!
temperature at one time being 102 degrees.
Charges were filed several months
ago at the state department against

ican registry had been furnished b?

"It appears." said Mr. Lewis, "that
the Abbey Incident baa been magni
fied. When Consul Wlldman was ne
gotiating with the Insurgent leader!
In July and August of last year, I
believed them to be allies of the United
States. It has been learned alnce that
the Filipinos were then planning In se
cret to fight the American troops. "A
more chance threw In their way an
opportunity to purchase arms. A re
bellion had broken out In the Canton
district and Its viceroy sent to Hong
kong for Si.OOO stands of Mauser rifles
with which to put down the uprising.
The rifles were purchased from a Ger
mun Arm and the klamer Taslg, fly
ing the British flag, waa chartered to
take them up the Canton river. When
the arms upon arriving at their des
tlnallon, were condemned and thrown
back on the hands of their owners,
Captain Charles Ellis, an American,
bought them, changed Its name to the
Abbey and had It transferred to Amer
ican registry.
"Slgnapore waa named as the desti
nation of the boat, which, is of 1&0 tons
burthen and barely seaworthy and It
waa stated that the anna wert to be
or to the rajah there. Commissioner
Drew, a former Bostonlan, In charge
of Chinese customs would not allow
the boat to depart until a bond In th
sum of 115,000 had been given binning
the captain to deliver the cargo at
Singapore and nowhere else.
"After the Abbey put to sea a storm
nearly wrecked her and it put in at
Wampoa, In the Canton district. That
waa the last heard from It until the
report came that it had been seised
by the McCulloch in the Philippines,
and also, I am Informed, the question
whether It waa a rightful prize is still
th subject of controversy. The boat
was without papers when taken and
had on board only 25 rifles. It Is be
lieved the Filipinos had landed the
arms before tha boat was overhauled.

are now quite a number of transports
In port which will be dispatched as
rapidly aa possible to the Philippines
with troops and horses. The hospital
ship Relief will sail on September 13
with surgeons and hospital nurses.
There are now on the way to Mantle
the ship Tacoma with horses, sailed
from here July 27, the steamer Mor
gan City, sailed August 10, Senator
galled August 15, City of Sydney sailed
August 18, Slam sailed with horses,
August 19, City of Peubla sailed Au
gust 29 and St. Paul which sailed from
Seattle on August 19 with members of
the Third cavalry and horses.
On the way from Manila are the
Sheridan, now out SI days, and the
Zealnndla and Valencia. In Manila are
the Pennsylvania, Wyefleld, city of
Pnrn, Conemagh, Tartar, Ohio, New
port and Inrlnna. The Pennsylvania
has been to Cebu, llo Ilo and other
places in the Philippines and only
got back to Manila on the 24th Inst.,
and the Tarter Is to sail on the 5th
of September, via Hongkong with the
Twentieth Kansas volunteers.
