The Seattle paper compares the distance from San Francisco to Manila, via the SANDWICH ISLANDS, with the dis tance to the same place from PUGET SOUND, by way of YOKOHAMA. The first It makes 6,810 miles and the latter 5.S2S. On account of this alleged raving of distance the P.-I. thinks Its town Is the victim f gross discrimination. It doesn't exactly say that the war depart, ment Is brib?d to send its expeditions from San Francisco, but the Inference Is strong that Jobbery of some kind Is sup. posed to exist somewhere.
