One more session of the legisla ture, and it will t fixed plenty." Instead of borrowing money for the purchase of machinery and dynamos for furnishing; electric lights, the water com. mission would much better be employed In taking prompt steps to preserve a con. Iderable section of the water abed from wMch the city reservoirs are 0110. Those who have taken the pains to study the character and topography of the country from which Astoria's water sup ply comes, declare In the moat serious terms that this supply is vastly over. The O. R. N. Company wli: make nothing and. if the A. & C. R. R. con. tlnues the even tenor of its waya. the city of Astoria Is not llkNy to lose much by the rate war President Mohler hops to Inaugurate In aid of Portland's needy merchants and to gratify his spleen over his loss of business at this point. The fare between Astoria and ortland on .as railroad Is already too low for the good of either Astoria or the road. Let. 'he O. R. tt S. Company carry people on Its steamers for nothing, If it sees fit, the larger proportion of travel will con tinue to go by train. No one who) has any real business in Portland will en. dure the uncertainty and delay of reach. Ing that oity by boat so long, as the rail. road carries passengers at the pres. etu reasjAoie figures. The cut an. i mi'tit becomes known. It will be a long time befone the people of Astoria ft'rue or con hop to recover from tho Injury 1 k ! they have suffered at his hands. i estimated. They say any such protracted nounced by the O. Landnr. coast is liable to (and as has been known numbers of times by old sett hers) would reduce the city to a water famine. In addition to this risk, which may be more or less imaginary. It is well known that the logging; operations at tbe head waters for some unknown reason, that company has pursued with the A. & C. road ever since its operation was commenced. The refusal to extend common point rates, or exchange traffic with The A. & C. on any basis whatever, has been one of the ef Bear Crek will materially reduce ! curiosities In O. R. & N. management the volume of water in that stream, and cause a shortage in the city. Let tbe water commission confine Its opera, lions within the Mmits of Its legitimate functions, and it will continue to be, as in the past, tbe most creditable depart, merit of our city government. For a city whose Income from legiti mate sources the licenses and taxes on real and personal property ordinarily levied and from which other munlclpal lUes are entirely supported Is not suf ficient to pay interest on Its outstanding Indebtedness, to entertain a proposition to go into the electrio lighting business is so supremely ridiculous that It would be laughed at In any other community but Astoria. Bonds might be sold to provide the funds for su an undertak ing, but tt will not help the credit of the city K they should be advertised and offered tn eastern financial circles and find no takers. If the members of the city council who are urging this move ment will take the pains to investigate the subject they will be convinced that the last thing Astoria wants to do under present circumstances Is to enter into any project which may tend to increase the burdens of its taxpayers and lesst of all to engage in electric light opera, tlons. These men need go no further from home than Portland to learn the disadvantages of an electrio lighting de partment. Portland was one of the first cltlee on the coast to put in an electric li-nt plant, and threat claim were malr of the saving to taxpayers which would be effected. Ms history Is a familiar one, and exactly similar to the experi ence of other cities that undertook that business. Tbdsy Portland is glad to con. tract with private company to do her lighting, end the price paid for over 18 tlmsa as many lights as are necessary rhat has puzzled Pacific coast railroad men more than any other for a long time. Whether Mr. Mohler has lost his rea. son. or is in receipt of a salary from Portland is a question about which no body seems clear. His rresent cut-rate Is not the beginning of his war on As. toria; it is mersly another Incident in the !uBy Girle who have to stand on their feet most of the time work as hard as ar.y day-laborer yet they lu not get what is rightly called exercise. Close, confin ing, indoor oc cupation gives no exhiliration to the nervous system nor active circula tion to the blood wears, tears and drags a woman's life away. The whole physical system Trows sluggib and torpid tinder it. No wonder so many sales girls and factory girls and housewives suf fer from indigestion and constipation and bilious troubles. No wonder they are sub ject to the diseases of the delicate special organism of their sex. The wonder is rather that they, can stand it as well as they do. But "a poor weak woman," as she is termed, will endure bravely and patiently agonies which a strong man would give wav under. Tbe fact is women are more patient than they ought to be under such troubles. Every woman ought to know that she may obtain the most eminent medical ad vice free of charge and in absolute confi dent? and privacy by writing to iw. R. V. Pierce, chief consulting physician of the Invalids' Hotel and Surgical Institute, of Buffalo, N. Y. Occupying this position for thirty years he has had a wider practical experience in the treatment of women's diseases than any other physician in this country. His medicines are world-famous for their aMonihlii-jg efficacy. The most perfect remedy ever devised for weak and delicate women is Dr. Pierce's Favorite Prescription. His " Golden Med ical Discovery" is the on'. -ermanent di gestive and nutrient tonic. The two med icines taken alternately, form the most perfect and successful course of treat ment ever prescribed for female troubles complicated with a sluggish, overwrought, nervous, diseased constitution. In severe constipation Dr. Pierce's Pleasant Pellets should be occasionally taken with the others. They never gripe. Soothing, he-allna. cleansing.
