San. born A Co returned from Florence yes terday, where he has been in charge of the cannery there siru e the fall. The sea son tbre, he says, has Uen fair and an average pack was put up. The waur is reported to be falling rap idly in the river between here and Port land, due to the freezing of the streams at the headwaters. Old river men uy that even with no Ice In the river, the channel would be un navigable for loaded ship of ordinary draught It required the services of the tugs Re llf and Escort to tow the British ship Allert'n Into the harbor yesterday. Tha high east wind and strong current rend ered the task too mm h for one of them alone. A stop was not made until the vexiH was anchored abreast of the city. Colonel A. C. M. Pennington, formerly of Fort Canby, is now stationed at At lanta, Ga. In a letter to the Astorlan he warmly praises the articles on the sea Jort problem by a Portland business man, and concludes ly saying that he hopes "Portland people will profit by their rea soning." Shipping in many of the harbors along the coast has been affected by the east wind which has prevailed for soma time, .it San Francisco a few days ago one of the veusile lying at the docks considered herself in such a dangerous position that she engaged the services of two tugs to stand by, thus entailing an expense of $0000. Tha regular meeting of the common council will be held this evening. The etwton will probably be devoid of start ling features, exempt the action to bo elded upon against City Surveyor Hetk. man. Tha accused official appeared at the last meeting by his attorney. August Feldman, who waa assured that he could again appear tonight The Portland Evening TVIngram quote a' well known Astoria cannery man as aav. I rig that tha salmon fishing season along the river was very quiet at present and that ha did not look for any life m the Ashing business until April. Evidently the canneryman was quisling the m-rlbe, for It Is hardly possible a run of Chinook would enter the river this winter. Although the first runt of the famous Columbia river smelt are past due, not a single As h has to far bn seen in the river. Last season quantities of them were on sal at Aetona markets aa early as the last week la November and ronttn. uous runs were caught until the end ot the season. Old flshemeo are unable to account for their scejcity this year. The Eastern Oregon visitor who com posed Mr. Doyle's party ro the bwh yesterday state that the weather there waa perfectly clear and the air as soft snd balmy as on a spring day. It miht be well fvr IVrtlarul poopl whoee habita tions are rendered unsanitary by bursting water and sewer pipes during the present cold spell to take rooms at Astoria, or procure th reopening of the hotels at the seaside. The torpedo-boat Davis Is ready to leave Portland for Mara Island navy yam. where she will be turned over lo the government The Davis I eipected to tart on her trip today unlees prevented by the floating Ice. Captain Neal. of this city will be In command on the trip and the crew ts made up of picked men from tha Wolff Zwloker Iron work. J. E. Wolff and II. Zwlckcr will be on board on the trip. As the Stat of California arrived here yesterday the sides of the steamer were marked by coming In contact with float. Ing lea In the upper river. The Ice Is stud to be dangerous to navigation as far down aa Raini-w. and none of the vie'. now lying In th harbor can proceed op to Portland until a thaw sets In. Wheat laden vessels art also detained la Port land, and two or three of them are wait ing to be towed down to Astoria, Astorlan hunting bargains In footwear have do ocoaatoo to go to Portland to satisfy their want a Th old reliable firm of P. J. Ooodman & Co. makes an an nouncement this morning which will re pay examination by everyone In Astoria. To meet the times and conditions, th entire stock of this firm ha been mart. - down to prices unknown In Astoria be fore, and which absolutely cannot be dup licated la Portland. No business bouse In Atttria has a better reputation for In tegrity and fair dealing than P. J. GoAO. Iran A Co., and when they announce a reduction In goods they mean exactly what tbey say. Every artbte has been marked down exactly the amount sUtrJ, and Its qwality will be found exactly as ' represented. Yesi.rday It was reported hy travelers on the trains from w"ort!and to huve been dry and cold there, although mild and moist at Astoria. Much concern Is x prwwxl In h'.rtir.g clrrle at the metro- polls over tiu rapid freslng of the river, j and the fear Is expressed that all move ment of vessels between Portland and As toria will be blocked for several weet. This condition I said to be not unpre cedented, as many reeldent of A ctn recall a time ante-dating the railroad when no mail was re elvnl In Astoria for a period of six Weeks. The frete at th.it time extended from the latter part of January thruueh the month of February. The prenent blockade, therefore, may portend a suspennlon of navigation dur. Ing tho entire winter. The funeral of the late Alexander j Campbell, who died Monday morning, wat neia yesterday, in interment Detng at Greenwood. The service at the family residence was conducted by Rev. William Seymour f ho.-t. of Grace EplM.npe.1 church. The floral offerings were beauti ful, there being many emblems f.om the I jal orders of Masons. Elks, and Odd Fellow, of which order decerned wan an honored member. There were also sever al beautiful boquets from the Portland lodge of Elks. The funeral cortege wa taken ro Greenwood by th steamer Elec tric and Dwyer, and many friend of th family were In attendance. The service at the grave were held under the aus pice of the Masonic lodge, and the mem. bers of the E.ks, Odd Fellows and Masons attended In a body. The body was laid to rest In a plain cedar cortln, In compliance with an oft-expressd wish of th deceased. From the quiet appearance of the city yesterday, one would never suspect that a battle of ballots wa txHng carried on. Aa a usual thing elections m Astoria are very Interesting and exciting events, and busy group of men can be seen on almost every corner. Then theie la the ward-heeler the Individual with the red necktie, a bulldog and a cigar Jammed firmly In hi face. Carriage containing candidates and party leader are con stantly on the go, and the scene Is an animated one. Yesterday all this was conspicuously absent. There was no crowd around the polling places, no anxloun inquiries at to the chances of candidates. Instead a few men, mor from force of habit than anything else, went to the polls and caHt their votes, and went away feeling that they had done their duty. The Judges and clerks had little to do, and passed the time away guying each other. In all about 200 votc-t were cast, out of a usual vote of ahmit 2rX). The polling place in the Second ward received 60 ballots, the greatest number cast. At the city hall, In the First wgrd, but 88 vote were polled. It was the quietest election ever held In Asto-ta, and never before waa so little Interest taken In such an event. The new coun cilmen are Captain E. P. Parker, in the Flint ward; A. Scherneckau and John W. Welch, In the Second ward; C. Agren. In the Third ward. Thomas Llnvllle was elected superintendent of streets, to sue oend himself. They think Astoria. for tha benefit of all Inland persons, should be made, a common point with 8. atll and Tacoma, and declare, they a III use their Influence to bring about that desired end.
