Two rafts, broken ud and adrift, were shown on the pilot chart for October, since when three more rafts have broken up. two consisting of large piles and logs, the other of sawed timber. All are shown on this chart. Hale & Kern, the contractor for whom the tug Sampson was built, have refused to accept the vessel, it anpear she does not fill requirements. Her hollers are not "O ' standard, but they may be re-Dl-eJ with new ones, and the vessel thus Improved. She was built to ply be tween this city and Gray's harbor, at which place Hale tr Kern have a contract for the construction of the tetty. She was provided with new towing rear and great things were expected of her. Alterations will nrooably be made In the tug. The Boys' and Girls' Aid Society of Portland. Is doing excellent work, as the report of the superintendent for Septem ber and October shows. There were 27 children In the home September 1. and 50 were received during the next W days. Of the total of 77 children. V) were placed in homes, and IS now remain under the care of the society. The work of this In stitution Is not confined to the metropolis, but reaches all over the state. Mr. Wyatt's store Is one of the, oldest ana best in the city, and there is every reason to believe the new firm will be BUccessful. The business portion of the city Is rapidly moving to upper Commercial street, and many of the principal stores of the city will soon be located there. New building will be erected on several com ers early in the spring, and there la now but one vacant building along the entire thoroughfare. The crew became dissatisfied w.th the food after her arrival here and refused to work. Their troubles, however, were found to be only slight, as Jack Mr I often prone to grumble for the sake of the satisfaction derived from It. The Sllberhorn hi two Chinamen on board employed In the galley which make It necessary for a custom house officer to stay on board day and night to guard them. The Celestial are not allowed shore leave, as their Identity would be lost In mixing with other Chinamen, and they will remain prisoners on the Sllberhorn till she reaches the Old World. The other ves sels are readv for sea and will likely leave out today. The regular term of the. county court convened yesterday morning. The bills of Jurors and witnesses In attendance nt the recent session of the circuit court were audited. A petition from H. F. L. Logan, signed by a majority of the voter of Seaside, asking for a retail liquor li cense was granted. In the matter of the Elk creek toll road to show cause why tolls should not be reduced. C. W. Carnahan. president of the company, re ported that at a recent meeting of the directors the rates of toll had -been re duced, as follows: Four-horse teams, single trip. 75 cents; round trip ILK: two horse teams. SO cents; round trip. 75 cents: one-horse tetim. 35 cent; round trip. 50 cents: saddle horse, 15 cents; round trip. 2T cents; sheep and hogs, 5 cents. This Is a reduction of shout 40 per cent, which was considered reason able by the court. The report of Presi dent Carnahan of the receipts and dis bursements of the rond between Septem ber 1 and November 1 showed the amount eolleeted to be JD.3".. the amount expended was $4. leaving a balance on hand of !B.
