But our railroads now carry one ton of
freight one mile for eight-tenths of a
cent, or for for one one-thousandth of
the cost of doing that amount of worn
by muscular effort alone. Had tne whole
nopulation of th globe the same amount
of railroad mileage proportionately that
we have in the United States, the world's
railroad mileage would be four and a
half millions (4W,Kti) instead of one
tenth of that amount a now.
DEPEW ON TRAFFIC ARRANGE

The statements of Chauncey M. Depew
with reference to the probable effects of
the dissolution of the Joint Traffic Asso
ciation as a result of the recent decision
f the United States supreme court dis
close some information In regard to traf
fic conditions that Is new to those who
are in the habit of viewing such questions
merely from the standpoint of the rail
ways. Mr. Depew, whose reputation as a rail
roader and whose position as president
of the traffic association certainly quul
ify, him to speak authoritatively on this
subject, declares the objects of the asso-
elation to be: 1. To assist the interstate'
commerce act. 1 To revent secret rate
cutting. & To prevent favoritism to
groat cities and great snippers which are
gradually wiping out Intermediate towns
and the email business men.

of these traffic agreement. Mr. Depew
shows conclusively that the inability of
the railways to form organisations for
the maintenance of reasonable rtte will
be dlsastrou to commerce between th
smaller ci'.U-s and ruinous to the buslne
of the smaller traders ana merchant.
Bten New York and Chicago there
are eight railway linva. It is poaaible for
a combination of capital to take a weak
line that mv be in the hand of a re
ceiver and ship It product over that
line upon an agreement much ue'.ow the
regular rate. The other lines cannot af
ford to meet these rale and go into
bankruptcy, to they auow th weaker
line to have this traffic. It is easy to see
that th big shippers who get th benefit
of the rate on th weaker tine are grad
ually enabled to sell their product so
much cheaper than dealers located on
the other lines, or send t market from
other place than th- term In o of the
bankrupt line, that they finally drive
them out of buslnevs. If this process
continues It means concentration of
products into the hands of one concern
or of a few men until prices to both con
sumer and producer will be fixed by com
b. nations.
If the eight lines, however, are per
mitted by law to protect each other and
the public by givlnr equal rates and
extual opportunittrs. the enterprise, capi
tal and natural facilities of intermediate
places would result in a vle distribution
of Independent buplnesj. it would fur
nish many competitors for the product
of farm and factory, (pviner the railways
thousands of customers instead of a
few.
