Some of the teachers who have been em
ployed for six or eight years are receiving
the same salaries that have been given
teachers who have worked only on or
two rears. Th "equalisation" or "reu
latlon" recently made has resulted In
considerable dissatisfaction.

to the ordinance now before the com

streets In tho city, to the exclusion of

Railway Company said:
"The opposition to the measure on the
grounds of nvmop'.y Is nut well-founded.
In granting such franchise to Mr. Keutt
ner the city gives no monoply. as nny
other company could get the necessary
permission to operate street car lines on
any streets which they might desire.
When the present company asked the
council for such franchise, toe request
was denied. Hud It been granted. I am
sure car lines would now be operating
on many more of the streets In the city.
"The Astoria Street Railway Comp.iny
will shortly transfer its properties In
the city to Mr. Keuttner. I understand
that It Is the Intention o' the new com
pany to build a line from Tongue Point
to and around Smith's Point, and also to
run lines over the plateau. This will go
far toward the upbuilding of the city,
and should be encouraged, rather than
foueht.
"Regarding the talk of monoply. It is
not generally, understood. I think, that
the city does not grant a monoplv. The
new company asks the same prlvelees
hat ere granted to the present company.
If another line should come to Astoria,
our tracks could be used by that com
pany under the terms of the franchise.
Of course, the new company would have
to pay Its pro rata of the expense at
tached to tho maintenance of the line,
but it could use It. Just tho same. In
St. Louis several lines are operated on
tho same tracks. The franchises there
are the same as asked by the new com
pany "People do not understand the situa
tion, or there would be a very different
feeling In the matter. I think."
