"The Astoria Street Railway Comp.iny will shortly transfer its properties In the city to Mr. Keuttner. I understand that It Is the Intention o' the new com pany to build a line from Tongue Point to and around Smith's Point, and also to run lines over the plateau. This will go far toward the upbuilding of the city, and should be encouraged, rather than foueht. "Regarding the talk of monoply. It is not generally, understood. I think, that the city does not grant a monoplv. The new company asks the same prlvelees hat ere granted to the present company. If another line should come to Astoria, our tracks could be used by that com pany under the terms of the franchise. Of course, the new company would have to pay Its pro rata of the expense at tached to tho maintenance of the line, but it could use It. Just tho same. In St. Louis several lines are operated on tho same tracks.
