firmly but courteously declined to asuime

anonslblllty for Spanish financial con
ditions, and the Spanls.i commissioners
hav finally abandoned the effort, and
have agreed that the Cuban article of
ihe protocol shall, -without conditions.

peace. Thus 8paln agrees to relinquish

without either terma or conditions. All
difference, if any existed, regarding
Porto Rico and the cession of the Island
of Guam, were also arranged by mutual
understanding., and the commissioners
