Mrs. Wlnlhrop Cowdin. In New York,
regarding the establishment uf a Red
Cross hospital In Cuba and Porto Rico.

"I do not mink favorably of tho estab
lishment of a hospital In Cuba or Porto
Rioo by the Red Croes society, for the
reason that the war Is owr and the
garrisons which are to be stationed In
these islands will require a fully equip
ped hospital, which it is the duty of the
government to provide, and which we In
tend to provide."
