In support of this assertion the Astoria n has shown that from November. 1ST4. to November. 1S7T. when the Portland wheat pool forced the suspension of ship ments from at this point, as many as 2 ships were loaded at Astoria for Europe at a charter rate of from 10 to 12 shillings per ton less than the charter rate pre vailing at that time at Portland. Internal Revenue Com missioner Scott Is reported to have said ne win recommend to congress some changes In the present law. but rhey will bo in the direction of smoothing down roughness which the operation of the law has shown to exist As a whole, the People have accepted with the least po sible complaint the enforcement of tae general system of taxation, and Mr. Scott does not believe there will be objection lo a continuance of the taxes. There has been a great deal of trouble over the ex press receipt stamp, and the express companies have repeatedly defied the gov ernment in the payment of the tax. It Is the opinion of Commissioner Scott that telegraph companies should pay tax on messages, not the sender of the message, mere Is also a little friction over the tax on stock transfers. The government now gets 11,000 a day from the New York Stock Exchange alone. Since the first uy of July the receipts from internal revenue sources have aggregated about C5.000,000, and the estimates for the end or tne year are CUO.000,000. as against lliO.OOO.OOO which was the total for last year. The customs receipts are not run ning so heavy, only ,43.000.000 having been collected since July 1, and the total for the year will be about $2.Ou0,000. The surplus In the treasury, including the gold reserve, is now nearly $400,000,000.
