The article cloev with the following paragraph: The pwssagi of the Marker bill will re tore froen the Columbia river the stigma that w drain shipmasters ot every cent that It ta polte to gt out of them. It vtll Improve the reputation at the riwrr Abroad and at boene, and lead to more cordtwl relation between plloti, ahlpmas ten ami exporter. It I a Ion step In the right direction. The entire state de enandt the enactment of the Mil Into lav; and well M may. for the real beneficiary t wise pilotage lavs la the farmer, and the ml euflervr by excessive fee I the fanner, for any unnecessary expense In this line cornea out ot the price ot our export produce. Tbla has been the contention of the As- torlan ever alnce the agftatlon for the common point at Astoria commenced, but the Oregonian and the O. R. A X. organs t the Inland Empire refused to admit It The elementary fact ot the whole discus- aion Is that the farmer Is compelled to pay the entire expense of taking vessels to Portland. Pilotage, towage and other cxptnsea come out of the pockets of the producers, and vtll continue to do so as Ion; as Astoria Is denied the common aolnt. The Orrconlan sums the matter p briefly In the above statement Just so kmc as ships are taken to Portland to receive their carcoes a condition necea- ary until Astoria is made common point Juat so km vUl the farmer bare to pay for the absolutely unnecesaafy vorfc of dragging ahlpa 106 miles Inland. The cost oC taking ships to Portland to load is estimated by good authority at cents tor every ton ot grain that la handled. This must be paid by the fanner. The result la that the wheat- growers ot the Inland Empire will lose aXHCJOQ oa this year's crop alone. With eomrnoa point at Astoria, this vast amount could be saved to the producer. The construction of a railroad to the sea port of Oregon has done away with the necessity of towing ships up the Columbia to load, and it Is only right that the farmer should reap the bent fit of the oi port unity thus afforded for an Increase in the price of his wheat This state ment of the Oregonian la an admission f the whole Astoria contention, and Is a conclusive argument for the establish ment of the common point at Astoria. iCDGE GRAY AND THE EAST ORE GONIAN. Some time ago Judge Gray addressed a letter to the East Oregonian on the sub let t of the Astoria common olnt con troversy. In order to Insure Its Insertion in that paper, the letter was inclosed to Judge Martin, of Pendleton, with the re quest th.it he see that It was published. The letter wa. as follows: ASTORIA. Or.. Sept 19, lOS.-To the Ed itor: The beginning of the recent con troversy In regard to the purposes of the citizens of Astoria, originated with a r.-g-lar correspondent of the Oregonian and was sent to that paper In response to di rect orders from its manager. Hardly a person In Astoria at r!tt lime approved tbe sentiments expressed, or the manner ot launching them. Development siRve that time have, by the uction of the O. R. & N. Company In refuxing the Just claim i f tbe common I olnt rte on lumber, wtilch It Is claimed was dictated by prominent business men of Portland, caused a feeling of resentment and de termination to rebel xg-.ilnst such Injus tice. It l thought that the mxruigers of the Oregonian became frightened at tbe wind and blurt of the Interviewer, and at tho Instigation of the O. R. & N. Company and the wheat pool of Portland, built "a man of straw," in assuming to be the friend of the producers of Oregon and Washington, iiy distorting lis own, and the Astorlun's statements, it lias led some Intelligent persons to believe that the Deople of Astoria and the newspapers of UUs city oppose the improvt ment of ihe Columbia and Willamette rivers. Every good cltixen of Astoria, I assure you, looks forward even more unxlously than you, to the day when steamer and barges loaded with lumber, wood, flih, salt, roal and so forth, will dally leave the wharves f Astoria for Eugene, Lewlston and ull the way ports, returning loaded with wheat, flour, wool, cattle, ores, granite and trult or all kinds. Until this can be done, neither eastern, southern nor west rn Oregtm can be fully developed. As turfitns desire now, nnd alwnys have worked faithfully for the improvements f tbe rivers and harbors of our state; to permanently Improve the mouth of the Columbia river, so that the largest ships and cheapest carriers could enttr the Columbia river at all times; to secure the permanent Improvement of the Columbia and Willamette rivers In a manner that will beneflt the whole state; to devrl p the natural advantage thiret y, benentlmj ounwlvra and the people tributary to he Columbia river. Aatorlana never opposed any Improve ment of tho river until emissaries were sent to Washington afc.uil eight years ago to divert appropriation for the mouth of the Columbia river and the Caa code to the deopemng of the ship t tun nel for the beneflt of Portland. The In terest of AslorU, Portland or the Astoria A Columbia Klvor Hull rood Is not the only conililerstlon. What the pnxlucers ot th Columbia and Willamette river valley should know Is: Why wheel In IWU.ind I wonb from 5 to l i-nt per bushel less than It Is In 8n Francisco. Then why. If the distance and physical condition of the country are stated cor rectly, chould the producers pay any more to have their wheat brought, in ship or otherwise, frcra Portland than to AtorU? Is It necessary to pay the O. R. N. Company extra to tow ships to Portland and back to Astoria, or to carry Oregon whet In steamship at i cents or more per bushel to San Pranvlsoo. or to illov the wheat and warehouse pool In Port land to pjy foreign shipa 11.50 to C mora per ton than wheat caa be hipped from Astoria to Liverpool The above are sum of the questions that the As. tortan has repeatedly asked the Oregon Ian. That paper haa not answered there except to claim that w uppoani the lm ptvreimenl of the ahole rlrer. Will you kindly publish this and set our people right? J. H. D. GRAY. Within a short time the East Or.g nt in published the letter, but appended lo it wss a series of o-called "t ert n nt qu a- tlons and a oumtwr of purser iphd iom meflts. evidently prepared by s.me (Mist roaster In the O. R. A X. office, designed to d.scrtdit the facts affirmed by Judge Gray and otherwise oppose tb Astoria side of the common point controversy. These questions have been numbered and tnswered by Judge Oray In the or der In which they appeared In the Ua.-t Oregonian, aa follows: Q. L Is AMoria equipped to han.lle wheat? A. Yes; we have warehouses thit tan be cleaned out and made ready for 11. (XM tns ot wheat In flva days, bealdrs sev ers 1 canneries that can be used, if neo a- aary. to storw fully as much more. The A. C. R. R. has contractors at work now on tbe construction of a Mutton warehouse, wtrh the most modern equip ment to be completed with.n W days. Q. 2. What subfUcUal facts has As toria to back up the assertion that what charters are much cheaper from Astoria to Liverpool thtu trm PonlaaJ? A. Wheat charters are cheaper from Astoria than from Portland from a ari- ety of natural musts, and bccau.e hlp on- say so. A ship loading at Astoria avoids from one week to ten days wa t- Ing fjr tugs to tow up the river, and the lime consumed in going up und rox nc down the river Is shown by the statist., a to average over five days. AslOe from tho time actually consumed in getting up nd down the river, are expenses of i.ilDUKe and towage to and from Portland; cwnais Interest and insurance, besides the ex pense of thirty lay days In Portland de manded as a cond.tlon of the i barter, in order that advantage may be taken of full and new mo-m tides to g-t down the river as nearly loaded as possible, and an additional delay at Astoria alwayn n case of large vessels to admit 'i! tbe completion of -their loads from lUht.rs. No argument is n-ded to convince Intel ligent or well Informed people what an enormous extra expet.: is Invoked In all these delays, and tha,- they must ne.es sunly be llgured In every charter rate made from Portland. It may aid the unin formed mind to comprehend iorno:ir.g of this disadvantage In load.ng in Port. and as compared with ports like Astoria and San Francisco right on the seaboard. whin it is stated that a ship of the Urg ent clas may now be loaded with mod.-rn appliances within twenty-four hours after she Is proirly docked and ready for her cargo. With tbe loaded ship at Astoria, it Is but two hours run under favorable circumstances to the open s-a. Q. a ard t Uid ever a vesa..) load l h wheat at Astoria for Llver;ool? if not, how is the cost of such a chanter esti mated? A. Yes: Twenty-two ships, of 11,V to VtU tons ri-glster, loaded with wheat and Hour at Astoria for Europe between No vember. 1871. and November, 1V77, and some of these ships carried nearly A0 tons, at a charter rate of from 10 to 12 shillings per ton less thnn tho h irtor rule from Portland. Give Astoria a lommon point rate with other coast cities (and can any person of common sense Imagine a reason why Astoria should not have a right to demand this rate) and charters will practically be the same from Port land as from Ban Francisco. With all these advantages In Astoria's favor, can the East Oregonian give any reason why It or any Inland producer should object to ANfcfie tlic Preparation for As strmiatiiig the Feed nrui Ucc' uii ting the S Kittvuhs uixl lowc ta it ti I a-iavMvaaasja jBSBs- A IV'iilv'W a.
