There will be a strong party In Cuba
favorlrnr It permanent retention as a
colony of the United States. The men
of affairs, the class on which the future
prosperity of the island must rest, fear
to have Its control turned over to the
Cubans. They know that the latter step
would mean confiscation of property, the
persecution of alt suspected of favoring
the Spanish cause during the three years
of civil war. and a chronic state of polit
ical unrest, culminating In civil disturb
ance araln. What Cuba needs Is peace
and quiet. Her Industries are stagnant,
her agricultural reflected. The los of
life and destruction of property has been
so great that the Island will relapse Into
a wilderness If protection be not assured
to her people In resuming their occupa

Island ere fitted to govern themselves, it
Is the chronic failing of the Spanish
American people that, defeated at the
polls, they raise the standard of revolu
tion and attempt to gain by force that
which they failed to win under constitu
tional law. Under the American flag,
pence'Mrould 1 be assured. The people
would abandon guerilla warfare to take
UP their Interrupted Industries. They
will have a freedom which is pew in their
experience, and will learn som 'of the
primary lesson needed by a ef-govern-lng
people. The day will com when the
-destinle of Cuba can bo safely entrustea

present. ...
