The big transports Scandta and Arizona may sail for the Philippine by the end ot the week, but not before. General Merrltt now has with him or on the way to Manila 13.000 men. Nearly 5,000 tons ol commissary stores aill go on the Soandla and Ariaona. The only movements of troop during the early part of the week will be the berinning of their march to the Toesmite of the Utah cavalry and perhaps the sail ing ot 150 members of the First New Tork regiment on the Mariposa. Arrangements have not been perfected yet for the transportation of the res.t ot the regiment and they are likely to re main here for several weeka unless more vessels than are now In sight takes them. Major-General Merrlam, himself, is anx ious to go to Honolulu to look over the new territory added to his department. but he stales positively that he will not leave here until the way la clear to aena all the troops ordered to sail for Manila. Captain Charles Slgsbee. who commanded the battleship Maine when she met her fate In Havana, and who has been In command of the auxil iary cruiser St. Paul since the war began. has been ordered to relieve Captain John ' W. Philip of the battleship Texas. It Is understood that Captain Philip will be as- , signed to shore duty, probably in com mand of the Mare Island navy yard at San Francisco. ' ' Secretary Long announces also that Captain Caspar F. Goodrich, of the aux iliary cruiser St, Louis, hus been ordered to the command of the Newark, Commo dore Watson's flagship, to succeed Cap tain Albert 8.
