W ASHINGTON. May W.-As the result of the recent exchanges between the state department and the
French embassy an agreeable understanding has been reached which gives assurance of the continuance
of the traditional friendship between the I'nitcd States and France. It has served to make clear that each
government has the fullest conlidence In the friendly attitude of the other and any criticisms or animosities aroused
by recent Incidents have not been shared by the government of either country.
The French authorities have given assurances that the French press criticisms came from an unrepresentative
class of radical partisan newspapers and In no way represented that cordial sentiment entertained by the French
government and French people toward the I'nitcd States.

Vancouver. Wash., May 20. In accord
ance with telegraphic orders received at
noon, Itrlgndler General Thomas M. An
derson left for Sun Francisco tonight.
The prevailing opinion ha-re Is that Gen
eral Anderson will be sent to Manila with

advices state that a hurricane which
swept the shores of Australia have wreck
eal many small craft In the coast trade.

foundered. The barkentine St. Hilda,
anhore at Wanganul. has been pulled off
a wreck. While the ship Scottish Minstrel
was tying in Adelaide harbor many of her
crew refused to obey orders. A fight with
the officers and loyal hands ensued In
which many on both sides were stabbed.
ARMY PAY ESTIMATES.
Washington, May 20. Paymaster Gen
eral Stanton has recommended to Sec
retary Alger the appointment of fifteen
additional paymasters fair the army. Gen
eral Stanton has also submitted estimates
aggregating pt.ooo.oiiu for the pay of the
regular and volunteer army for six
months, beginning July ami ending De
cember 31 on the basis of the number of
volunteers already called for and the reg
ular army at Its war strength.
MEASLES PREVALENT.
San Francisco. May 20. Nine cases of
nitNisK-s have been reported among the
troons and all the sufferers came from a
town In Oregon where measles were
prevalent when the troops left there. The
general health of the camp Is good. The
surgeon has quarantined the men stricken
with measles and there Is little danger of
the disease spra-ading.

It Is feared the crew of twenty men of
the Norwegian burk Medusa has been
drowned. Sho sailed from Darien, Ga.,
April 25, for Grimsby under command ot
Captain Hansen. On May 12 the water
logged and abandoned hull of tho bark
was passed In I.at. 2i!. Long. 72-40 by the
schooner Susie M. Plummor.

ing some of the smaller cruisers with
larger ones, the second-class cruiser
Arethusa being now on her way here
to relieve the third-class cruiser Icarus.
In the south the battleship Iron Duke
is to be stationed at Coquimbo.
Among naval men the opinion Is rife
that England Is about to make a move
in the Pacific that will etartle -ttie
world, or If not this, she is preparing
to meet a contemplated move ot one
or the other big powers.

Aorangl, which arrived last evening from
Australia, via Honolulu, brings the fol
low lny mail advices:
In Australia the feelinb Is strongly Ut
favor of the United States In the prevail
ing war. Sydney papers strongly favor an
Anglo-American alliance. The result ot
the battle at Manila had not been learned,
but there was some fear among merchants
tha the war would Interfere with trade
betwven rhe colonies and the United
States. When the Aorangl left Honolulu
May 11, the Hawaiian government had not
received official notice of a declaration ot
war. President Dole had confirmed a
statement fhat he had brought frora
Washington a bill drawn up there plao
Ing the Hawaiian Islands under the sov
ereignty of the United States In the event
of war. President Dole refused to say
whether the Hawaiian government would
take any action upon the bill. Tho United
Stan's warship Bennington was prepar
ing to have Honolulu for San Francisco
as soon as a British warship arrived, In
Britain. France and the United States 19
pursuance of an agreement between Great
liaintaln a naval force at Honolulu forth,
joint protection of their respective citiz
ens. A British cruiser was daily expected.
Commenting on the fact of the Bennlriag
tain being relieved by a British ship, th.
Honolulu Bulletin says:
"Instead of the Hawaiian Islanals being
annexed as a war measure, the prospects
are that they will virtually be abandoned
by the United States until the war Is
over."
The Hawaiian senate committee has
submitted a report on a bill authorizing
