It appears that the auditor did nut hold that the Tak Ling -was exempt from the provisions of the ordinance relating to the docking of ves sel, nor that Captain Allen was not li able for the fee to which the hurlor master is entitled in such coses. What he did hold was that tinder the testi mony the h:irlor master bad uot taken the necessary preliminary steps to en-i litle hi in to collect the fee provided by the ordinmee. There was a threat, as there aUnvs is in eueh cases, of taking an appeal to a hiher conrt to test the "coustitationality'' and so forth of the ordinance in question, and the auditor felt impelled to save the waste of fruitless costs in a case depending, as it teemed to him, on donbtful testimony. It is to be understood that the action was instituted simply for the harbor master's fees, and in no way involved the question of Captain Allen's liability to fine or imprisonment for his disre paid and contempt of the same legal and reasonable police regulation which be is used to and probably willingly complies with in every seaport he visits. Co., anl its relations to the Astoria railroad, it may be put down that all these changes wore planned when the recent change in the O. K. A N. man- the road has been, by time contracts, made the ter minal line of all the transcontinental roads in the Morgan rombine; the ac quirement by the I uiou Pacific, one of the members of the combine, of coutrol of the Suort Line and O. R. A N. stock, only more firmly cements together the combination, and makes possible the un disputed through line to the Pacific via Omaha. Bearing on the utility and benefit of this railroad to oar com inerce is the problem of what connect ing lines will do in the matter of inter change of basinets and the shipping of wheat to tins port from Eastern Oregon and Washington for loading on deep sea vessels, and the exchange here be tween trans-Pacific steamers and cars of Oriental-trans-contineotal freight. It. & X, through its just acquired ownership of the Oregon Short Line was hailed w ith delight, as it was known that the U.
