Wakeman baa prophesied a gain in receipts amounting to $4,000,000, as compared w ith January, 1897. This is a continua tion of the favorable results which helped to make a surplus of iucoine over expenditures for the month of Pt-ceoiber last, and furnish additional proof of the actual existence of prosperity. Throughout the country a sentiment is growing that the pension department or our government is a v.istlv over works) mnchii.e. An etfort made in cougrerii to publish tae peusiou rolls is opposed by many Grand Army men. and Commissioner Evans declares that socb publication would cost $200,000. The names, with place of residence and mount of pension, would fill 475 columns of an ordinary newspaper. The pension budget alone is upward of $140- 000,000 annually, with a perpetual Tan ishing of that point which we have been promised for years, the decrease in ex pensea. There is no apparent desire to reduoe pensions in deeerving cases. Indeed, the feeling increases that every soldier of the anion army or navy in the last war should receive a pension. But the burden increases, though the body of intended recipient grows smaller every year. And thirty-two years after the war ended the pension expense seems by no means to be as great as it fs destined to be. The New York Woild has completed a poll of the unemployed in the metro polis, and finds that 33,000 more work men have work this vear than last The greatest gain was made in the building trades, notwithstanding the fact that this is not the busy season for that branch. There were 34,475 idle building tradesmen in New York twelve months ago as compared with 16,375 now. But New York is not an index of conditions the country over. The industrial condi tion there is kept before the public by the newspapers at the time. Last sum mer, as soon as an improvement was noted, and the fact stated that the num ber of unemployed was largely dimin ished, there was a rush of unemployed from all the smaller cities of that vicinity and the towns of Connecticut and New Jersey ; in fact, from the whole area within hundreds of miles. The surplus labor in New York thus laigely represents the unemployed of a large and very thickly settled area of country. It is so all the time, for the first step of an unemployed man is to get to a large city, with the idea that the larger the city the more chance of employment. A year ago the New York papers were showing np the army of the unemployed there, and this checked the drift to the city. Since the revival of business, thousands of men have gone there to find work ; yet the surprising showing is made of 23,000 more men employed than one year ago. appetite and a sensation of throughout the system, ensue from its use, which should be regular ana per sistent. An early resort to this fine pre ventive is logically suggested to those ni-.o goric its aid. This program calls for the capture of the next house, the passage by the next congress of a free silver coinage bill in the spring of l'JOO, and the lining up of both partita on the president's veto, which they do not doubt will be prompt ly forthcoming. Oo the one si'le will be those who sustain the veto and on the other those who oppose it. There will then be, as the silver men insist, no room for tinaliCcation or dodging.
