to analysts, by the territorial agricultural
college, yield from 15 to 18 per cent
sugar. They express surprise that the
Rocky mountain valleys, above 7000 feet

is a project on foot to erect a sugar
faJory here and Commissioner Davis said
his corporation will give it all possible

18. The business element here, in Havana
and elsewhere, seems to have reached
the conclusion that Spain cannot end the
war on the basis of autonomy to Cuba, i
and are holding secret meetings with a
view of obtaining expressions from the
people as to what is beet to further their
Interests and the interests of the Islands
In general.
It is believed that the sentiment will
be in favor of the annexation of Cuba
by the United Slates as the only means
of guaranteeing protection to life and
property. If It Is ascertained that the
general sentiment Is in favor of annex
ation, a committee will be sent to lay
the matter before men of prominence In
the United States and ask the hitter to '
unite with the busirwus men of Cuba in
a petition to the Washington government
to bring about such a result.

Victoria, October IS. Assays which
were made today of the Klondike and
Minook gold shows the latter to be much
darker and heavier than that from the
Klondike creeks. The gold brought
down on Saturday on the Danube has
been made Into small bars and will be
shipped to the mints. The amount

The provision for such an extended
time, the committee suys, was desired
because of the magnitude of the trans
action, and to secure reasonable terms

The provision, of the decrees fixing
five days In advance of the date of sale
tor the deposit of earnest was desired be
cause for a period of more than eight
months prior to the sale the committee
had upon deposit the sum of $1,300,000 ta
secure a guarantee bid and competing
bidders could act In a full knowledge
of the committee's plans and provisions.
The statement reviews the work of the
reorganisation committee durins the past
two years, touhcing upon the subslly
debt; the defeat of the funding olli

the first mortgage bonds having priority
to the lien of the government were
scarcely bringing par, the divisional
mortgage bonds were selling at heavy
discounts arad but rtnuUl comparative
value was attributed to the second mort
gage of the government Today the first
mortgage bonds are worth a premium
and the government Is assured that It
will realise $50,0i.000 or more for its In
terest. The security holders of the company are
satisfied. The government Is satisfied
with this outcome. The enterprise of the
government in promoting tlie construc
tion of the road from financial and ma
terial standuonltsi, proves to have been
most profitable.
Under the conclusion of the matter
which now approaches, the pecuniary
and material results will havo been
accomplished and secured, and the polit
ical evils which have attended the prac
tical relations of the government to this
property will have ben brought to aa
end.
