THAT ROAD QUESTION AGAIN. Clatsop, September U (Editor Astor lan.) You have published articles from "One of the Victims." P. F. Stafford Josiah West and W. J. Ingalls. Now If you will kindly ghe this a place In your paper, you will confer a great favor on a former supervisor of district No. 2. Mr. West's article gws on to say that nearly all the road motley has Ix-en ex-pende-1 on the road towards I.ewi and Clark, since thta road has been dc-'ared a legal roi.d by the county court, until this year, and gives ore example of the waste of road money In the digging of a ditch, etc. He shows up the general In competency of the previous supervisors, and tries to make it appear that he is the great "Most worshipful hyus close. Look at me! t'gh! Big Indum. me':" The supervisor of the district at the time the Lewis and Clarke road was first declared a legal road was Joslah West, and the road was entirely -ignored by him It cost the public about twenty dollars a month that year for ferryagf over Cul laby lake creek, as can be shown by the accounts kept. Next year a bridge was built over this creek by the county out of the bridge fund McGuIre county JuiU-. The next supervisor was Henry 'i'-n. He sient most of the money on th- road from Seaside to Sklpnnon, but put attout w-nty dollars on the Lewis and Hark. mad clearing away brush. The next su perv.sor was myself. 1 gave one hundred dollars of the county road money towards t.-:T.int the I..-wis ,ir.d n.irk- mad through this district, but the p-opl Lewis and Clarke suhscrhed five hundred In this district tha- same year, and 1. F. Stafford voluntarily opened one part of the r-tad that would have cost, If hired done, altout two hundred dollars; so that year there was atut -lght hundred dol lars wurtn of work d-r.e In this district on the Lewis and Clarke road, one hun dred of whi'-h was county road m ney. The rest of the monty, about one-third of t w-as expended on the S aside and Skipanon road. The next year was the year the dlu h alluded to was dug. Without this ditch to drain the Water off half k mile of Mat leaver dam land, the water would l e fr m one to three feet over this part of the toad all winter. So I, being r'tad sup. r vlsor, thought It my duty to try to do something to remedy It. I talked with Mr. Stafford and he agreed to dig a cer tain part of the ditch, and donate It. Wm. West, who owned land beside thu road, donated another part of the ditch, which left one-(juartr of the .liir h to be dug by the road supervisor. When tne ditch was fi.'iisned -Mr. Staf ford paid one hundred, Wm. IV. st fifty, andthe district v.-:k was lif'y dollars. As there was only about th.rty-elght dol lars 1' ft unexpended of road money, I had twllg int .. my own p' ket for the balance, about twelve dollars. That Is the exact size of the gp-ftt waste of money out of the 'lis'rict lunus iy me digging of that d.t h. The next supervisor was M. Cy. Car- rutlie-rs. He- expend, d nearly all the road money on the road between Seaside and Skipanon, which was In as good condl lion at the end of his servbe as it has ever been. He also put a small amount of work on the Lewis and Clarke road. The next supervisor was Mr. (Stafford He lives or, the road towards Lewis and Clarke road; but during the supervisor monev on that road. The Seaside snd Skipanon road was left in good condl tion bv Mr. Carruthers. which mftCe It possible for him to work on the Lewis and Clarke orad; but during the supervisor ship of Mr. Stafford, the road In all parts of . the district w-as kept In passable order. The work and money voluntarily expended by Mr. Stafford on the road Is not less than fiv hundred dollars to my certain knowledge. The Lewis and Clarke poople have done as much in this district, so that the voluntary work on the. Lewis and Clarke road Is several times the amount that has been expended by the supervisors, all counted. How has the present supervisor done, who claims to be working for old man West in general and himself In particular? He got some money from the saloon, paid for license, besides the road money.
