For months before the Dlngley law was enacted the abnormal size of the volume of Imports which were rushed In to es cape the payment of higher duties was a subject of dally comment In these very papers. Treading republicans in congress and republican newspapers repeatedly Iiolnted out that the effect of these im mense imports would be to keep customs receipts for several months after the tarirr enactment far below the figure which they would otherwise have reached. This fact was discussed at length in the col umns of all newspapers In the country. Many of the sheets which are assailing the Dingley law because the revenues do not at present equal the expenditures f the government asserted a little while -o that the receipts of the cutcm house- for the first half of the fiscal year beginning July 1, 18'?, would be valueless a teet of the new tariff's efficiency In rasing revenue.
