change of conditions which will postpone
vote, but It Is difficult to see what
would cause It. The opposition will real

venting the adoption of the report, end
their pretent purpose Is only to secure
what idvant.-ute they can by exhibiting
what they claim are the Inconsistencies

veals no foundation for this hope. It

will vote solidly for the report and will

They have also discovered that Kyle,
who Is absent, left Instructions that ha
wits not to bo paired. With the adoption
of the report the democrats will probably
rot attempt to prolong the debHte beyond
the arrival of Turnley, the new senator
from Tennessee. They will continue to
ask for an explanation of the changes
ir..ile by the conference, but these will
not occupy a great deal of time.
The general opinion Is that a quorum
of tho senate will disappear veir soon
after the disposal of the tariff bill, but
tne determination of the supporters of
Harris' Pacific railroad resolution to re
cure a, vote upon It before final adjourn,
ment may delay that consummation for
some days.
LAND OFFICES FOR YUKON.
Washlnjrton. July 20. Commissioner
Hermann, of the general land otF.et,
stated today that he will recommend the
estitblishmont of two land districts in
western Alaska, two offices to be placed
on the Yukon river or Its tributaries. In
anticipation 'of the great number of con
tentions over mineral land locations In
the various sections where diseovtrles
have been made. He saya that the re
gion Is practically without law and es
pecially as to the settlement of gold
lands, and that It will be of Indefinite
value to land In this respect, and indi
rectly "to the preservation ot law and
order to establish such offices. It Is
probable offices will be located at Circle
City and Dawson City. The general laud
office Is in hourly expectation of petitions
and requests for such action.

A MILE A DAY.
The track-layers are putting iown

STRANGE PHENOMENON.
Thoee who wen; out at 11 o'clock
Monday night witnessed a strnnge sight.
There suddenly appeared In the caBt an

shaped like a man's hand. It rapllly
grew In size until It spread ovsr the

cold wind sprang up. Fishermen on ihe
river noticed the occurrence end sp-.k-of

of nature Is an interesting conjecture.
